National Audit Exposes Systemic Collapse in Punjab's Local Governance
A comprehensive national audit has revealed a devastating systemic collapse in Punjab's local governance, uncovering widespread irregularities including thousands of acres of stolen land, crores in unpaid taxes, and a trail of abandoned "ghost" community projects that have squandered public funds.
Land Encroachment and Abandoned Projects
The Comptroller and Auditor General (CAG) report for the period ending March 2023 paints a grim picture of administrative paralysis across Punjab's rural and urban areas. In rural regions, an alarming 18,123 acres of panchayat land are currently under unauthorized occupation, representing a massive loss of public assets that should be generating revenue for local development.
Simultaneously, 17 community welfare projects costing approximately ₹93 lakh stand either abandoned or unfinished, leaving communities without promised infrastructure and services. These "ghost" projects represent complete failures in project implementation and oversight.
Financial Mismanagement and Revenue Leakage
The audit identified three critical areas of failure:
- Infrastructure Waste: Six completed assets worth ₹7.8 crore were never utilized and are now deteriorating, representing a complete waste of public resources.
- Revenue Leakage: Urban bodies failed to collect more than ₹126.5 crore in waste management charges, while major institutions including Punjab Agricultural University allegedly evaded more than ₹1 crore in property tax.
- Fiscal Malpractice: Auditors flagged more than ₹4.5 crore in unauthorized construction works and more than ₹2.2 crore in illegal advance payments to contractors.
Specific Examples of Neglect
One particularly graphic example illustrates the depth of neglect. In Bhalwan, a pond treatment system was found discharging raw sewage directly into the environment because its screening chamber was completely choked with silt. This represents both environmental damage and infrastructure failure that directly impacts public health.
Urgent Warnings and Recommendations
The CAG report issued stark warnings about the financial viability of Punjab's local bodies. Without urgent recovery of more than ₹9.6 crore in unpaid rent and stricter oversight of land auctions, the state's local governance structures face potential financial ruin. The audit emphasizes that immediate corrective measures are essential to restore accountability and prevent further deterioration of public services and infrastructure.
