RSRTC Introduces Comprehensive New Transfer Policy for Employees
The Rajasthan State Road Transport Corporation (RSRTC) has officially approved a new transfer policy aimed at streamlining staff management and enhancing operational efficiency. This policy introduces significant changes, including a biennial transfer cycle and priority provisions for vulnerable employee groups.
Key Provisions for Staff Transfers and Priority Categories
Under the new framework, staff transfers will be conducted once every two years, providing a structured approach to workforce allocation. In a move to support employee welfare, the policy mandates that priority in transfers be given to widows, single women, and employees with disabilities or severe medical conditions. This initiative is designed to offer greater flexibility and support to those facing personal challenges.
Strict Measures Against Misconduct and Corruption
The policy outlines stringent actions against conductors involved in misconduct. Specifically, it targets ticketless travel, alcohol or drug use at the workplace, and misuse of spare tyres. Conductors found guilty of ticketless travel three or more times will face suspension. Following suspension, they will not be posted to the same depot for five years or the same zone for three years, ensuring accountability and deterring repeat offenses.
These provisions extend to other personnel involved in serious incidents, maintaining a uniform standard of discipline across the corporation. The policy also addresses cases near retirement, allowing conductors with less than 12 months to retirement to request transfer to their home district depot or the nearest depot. However, if such conductors are later found involved in ticketless travel, corruption, or embezzlement, they will be suspended and transferred to another zone as per corporate guidelines.
Rewards and Incentives for High-Performing Employees
To encourage excellence, the policy includes rewards for conductors who exceed revenue targets and maintain a clean record. Those with no remarks against them during their duty on routes in the last year and who meet prescribed income norms will be given priority in transfers upon their request. This incentive aims to motivate staff to uphold high standards of service and integrity.
Promotion Opportunities for Long-Serving Drivers
In addition to transfer rules, the policy introduces promotion criteria for drivers. Drivers who have completed 27 years of service and reached the age of 54 will become eligible for promotion to the rank of Assistant Traffic Inspector (Mechanical). This provision recognizes long-term dedication and provides career advancement opportunities within the corporation.
Despite attempts to reach RSRTC managing director Purusottam Sharma for comment, he could not be contacted. The new policy is expected to bring transparency and fairness to staff management, aligning with broader goals of improving public transport services in Rajasthan.
