Surat Municipal Commissioner Shalini Agarwal Transferred Amid School Site Controversy
Surat Municipal Commissioner Transferred in School Site Row

The Gujarat government has executed a significant administrative reshuffle involving three senior IAS officers, with the most notable transfer being that of Surat Municipal Commissioner Shalini Agarwal. This move comes amidst an ongoing controversy regarding the relocation of a school construction site within the city.

Controversial Transfer Amid School Site Dispute

Shalini Agarwal, a 2005 batch IAS officer, has been relieved from her position as Surat Municipal Commissioner following her involvement in a contentious decision. The controversy centers on the change of site for constructing Suman High School, which is operated by the Surat Municipal Corporation (SMC). The school's construction was shifted from Ward No. 7 to Ward No. 8 in the Katargam area, a decision that has sparked considerable public debate and scrutiny.

New Appointment for Agarwal

Agarwal has been appointed as the Managing Director of Gujarat Urja Vikas Nigam Limited, based in Vadodara. She replaces Jenu Devan, a 2006 batch IAS officer, who was holding additional charge of this position. This transfer represents a significant change in her administrative responsibilities, moving from municipal governance to the energy sector.

Other Key Administrative Changes

The government's transfer orders included two other important postings:

  • M Nagarajan (IAS 2006 batch) has been transferred from his position as Vice Chairman & Managing Director of Gujarat State Road Transport Corporation (GSRTC) in Ahmedabad to become the new Municipal Commissioner of Surat. Nagarajan brings prior experience in Surat's administration, having served as Deputy Municipal Commissioner from May 2016 to April 2018. During that period, he led the Surat Smart City Mission as CEO of Surat Smart City Development, a Special Purpose Vehicle.
  • Rajender Kumar (IAS 2004 batch), currently serving as Commissioner of Transport in Gandhinagar, will assume additional charge as Vice Chairman & Managing Director of GSRTC, Ahmedabad. This arrangement ensures continuity in the transport corporation's leadership following Nagarajan's transfer.

Administrative Implications

These transfers reflect the Gujarat government's approach to administrative management, particularly in addressing controversies through personnel changes. The movement of experienced officers between different sectors—municipal administration, energy, and transport—demonstrates the versatility expected of senior IAS officers in handling diverse public service domains.

The timing of these transfers, announced on Thursday, suggests the government's intent to address the school site controversy while maintaining administrative stability across key departments. The official release detailing these changes underscores the systematic nature of such bureaucratic reshuffles in state governance.
