In response to widespread power disconnections affecting prepaid smart meter users across Uttar Pradesh, the Uttar Pradesh Power Corporation Limited (UPPCL) has introduced a one-time relief measure. This initiative comes after numerous consumers experienced electricity cuts due to negative balances in their prepaid accounts, highlighting challenges in adapting to the new metering system.

Details of the Relief Measure for Affected Consumers

According to official sources, the relief measure is designed to assist consumers who are still transitioning to the prepaid smart metering system, which requires advance recharge for electricity usage. Under this temporary facility, if a connection is disconnected because of a zero or negative prepaid balance, consumers will have an opportunity to restore their electricity supply briefly.

  • If a consumer recharges their account sufficiently to reduce the negative balance by at least 50%, electricity supply will be restored for a period of three days.
  • Consumers must make their balance positive within this three-day window; otherwise, the connection will be automatically disconnected again.
  • UPPCL has clarified that this facility will be provided only once per consumer, emphasizing it as a transitional support measure.

The corporation has strongly advised all prepaid smart meter users to maintain a positive balance to ensure uninterrupted electricity supply and avoid future disconnections.

Background on Smart Meter Implementation in Uttar Pradesh

Under the Revamped Distribution Sector Scheme (RDSS), approximately 78 lakh smart meters have been installed at consumer premises throughout Uttar Pradesh. Out of these, around 70.5 lakh are prepaid smart meters, indicating a significant shift towards this technology-driven system.

UPPCL officials state that the smart meter system aims to enhance transparency and efficiency in electricity services. These meters provide accurate billing, detailed consumption data, and reduce reliance on manual meter reading, thereby streamlining operations.

  1. A two percent rebate on the applicable electricity tariff, offering financial incentives for adoption.
  2. When consumers switch from postpaid to prepaid billing, they receive the benefit of their previously paid security deposit, which is adjusted against any outstanding postpaid bills or credited to their prepaid balance if no dues exist.

Support Mechanisms for Consumer Adaptation

Recognizing the adjustment period required for consumers, UPPCL has implemented support measures to ease the transition. The prepaid system operates on advance recharge, meaning electricity consumption is based on prior payment.

To facilitate this change, consumers are granted a 30-day grace period after switching from postpaid to prepaid billing. During this time, they can gradually adapt to monitoring their electricity usage and recharging their accounts as needed, without immediate pressure.
