Lucknow: Chief Minister Yogi Adityanath on Wednesday stated unequivocally that there will be no compromise on standards, quality, and timeliness in development works across Uttar Pradesh. Reviewing the Public Works Department's (PWD) action plan for the fiscal year 2026-27 through a video conference with district magistrates (DMs), ministers, and public representatives from all districts, the Chief Minister emphasized that development proposals must be tailored to local requirements and submitted within one week.
Action Plan Approval Timeline
The Chief Minister announced that the action plan will receive government approval in the first week of June. He directed district magistrates to hold meetings with public representatives and finalize development plans on a priority basis. "Bhoomi pujan and foundation stone laying ceremonies for development works should be conducted only by the public representatives concerned," Yogi added.
Accountability of Officers
Yogi clarified that public representatives are not responsible for departmental shortcomings or mistakes made by contractors. Ensuring the quality of development works and completing them within fixed timelines is the sole responsibility of departmental officers. He stressed that connectivity and strong infrastructure are the lifeline of economic progress for any state. "Roads, bridges, and connecting routes are not just means of transportation, but also mediums for boosting trade, employment, and social development," he said.
Avoiding 'Pick and Choose' Tendency
The Chief Minister directed officials to avoid the tendency of 'pick and choose' while preparing proposals and to give equal importance to the needs of every area. He instructed DMs and chief development officers (CDOs) to appoint a nodal officer for every project in the district, who will regularly monitor progress and ensure quality.
Helipad Construction for Emergencies
Yogi termed helipad construction as necessary in view of emergency situations. "Helipads prove extremely useful during natural disasters, health emergencies, or other crisis situations. They should be built near every block, tehsil, and district headquarters," he said.
Technical Innovations and Rural Roads
Referring to the impact of global conditions on the availability of fuel and bitumen, the Chief Minister directed the PWD to adopt technical innovations. He also directed that quality CC roads should be constructed on rural roads up to 2 km as per requirement.
CM Grid Scheme
Praising the urban development department's "CM Grid" scheme, Yogi said it is an important initiative to strengthen urban connectivity, but there is a need to increase its pace further. He said the Urban Development Department should prepare proposals according to local needs and ensure better roads and connectivity reach every mohalla and colony of the state.
Proposals Received
PWD officials informed the Chief Minister that under 17 heads of the department, more than 30,000 proposals have been received so far for the current financial year 2026-2027. The CM directed that priorities should be fixed for all proposals and schemes should be implemented on the ground in a phased and time-bound manner so that the benefits of development can reach the last person.
