Bihar Government Streamlines Process for Domestic PNG Connections to Boost Clean Energy Adoption
The state government of Bihar has issued a strong appeal to residents, encouraging them to switch to Piped Natural Gas (PNG) for their household energy needs. In a move aimed at promoting a cleaner, safer, and more environmentally friendly energy source, the government has significantly simplified the procedure for obtaining domestic PNG connections across the state.
Online Application System Introduced for Enhanced Convenience
According to a press release from the Information and Public Relations Department (IPRD), citizens can now apply for PNG connections entirely online from the comfort of their homes. This digital initiative is designed to reduce reliance on traditional gas cylinders and ensure a continuous, uninterrupted gas supply. The release emphasized that this shift not only enhances convenience but also aligns with broader environmental goals by cutting down on carbon emissions associated with cylinder usage.
District-Wise Distribution by Various CGD Companies
The domestic PNG connections are being managed by different City Gas Distribution (CGD) companies, each assigned to specific districts. For instance:
- In Patna, GAIL is the service provider.
- In Banka, HPCL handles the connections.
- In Begusarai, Think Gas is responsible for the service.
- IOAGPL provides services in Gaya and Nalanda.
- BPCL covers districts including Darbhanga, Gopalganj, Madhubani, West Champaran, East Champaran, Sheohar, Sitamarhi, Siwan, and Supaul.
- In the remaining districts, IOCL city gas distribution companies are overseeing the connections.
This structured approach ensures that every region has a dedicated provider, facilitating efficient service delivery and local support.
Step-by-Step Application and Verification Process
Consumers can register for a PNG connection free of charge through the official website of the CGD company operating in their district. During the application, applicants must upload necessary documents, such as identity and address proofs, in the prescribed format. Upon successful verification, a unique Business Partner (BP) number is issued, which serves as a reference for all future services and billing purposes.
Flexible Payment Options and Security Deposits
For a domestic PNG connection, consumers are required to pay a one-time refundable and interest-free security deposit of Rs 4,500. Alternatively, an optional arrangement is available where individuals can obtain a connection by depositing Rs 500, which is also refundable, along with a daily rental charge of Rs 1. This flexible plan can later be converted into the full Rs 4,500 deposit scheme, providing affordability and choice for users.
Technical Survey and Installation Procedures
Once the application is submitted, a technical survey is conducted to assess the feasibility of the connection at the consumer's location. If approved, the external network is extended using an MDPE pipeline, and gas is supplied to the household through galvanised iron or copper pipes. The installation process includes fitting a gas meter, regulator, and piping, followed by rigorous leakage testing and other mandatory safety checks to ensure compliance with standards.
Safety Standards and Activation Process
At the time of activation, the consumer's existing LPG stove is modified to be compatible with PNG usage. Gas supply commences only after a thorough inspection confirms that all prescribed safety standards have been met. The entire procedure is carried out in strict adherence to the guidelines set by the Petroleum and Natural Gas Regulatory Board, prioritizing consumer safety and operational convenience.
Network Expansion and Consumer Guidance
Officials have clarified that the availability of domestic PNG connections is contingent upon the expansion of the CGD network in each area. Consumers are advised to contact the CGD company operating in their district for detailed information, including network coverage and specific application timelines. This proactive communication aims to ensure that residents are well-informed and can seamlessly transition to this sustainable energy solution.
