In a significant development for farmers in Bihar, Agriculture Minister Vijay Kumar Sinha on Thursday emphasized that incorrect land records are obstructing benefits under the PM Kisan Yojana. Addressing a review meeting of the district-level Programme Implementation Committee in Gaya, Sinha, who also holds charge of the district, promised to fast-track corrections and stressed the urgent need to resolve land record and mutation issues. He warned officials of strict action amid growing concerns over delays affecting farmers and compensation claims.
Land Reforms and Digital ID for Farmers
Sinha stated that land reforms and record updation are close to his heart but could not be pursued at the state level due to circumstances beyond his control. However, as the minister in charge of Gaya, he assured that the work would be carried out on a priority basis. He noted that farmers in Bihar cannot fully avail the benefits of the PM Kisan Yojana unless land records are updated. The creation of a digital ID for farmers is currently underway, and land reform is integral to the scheme. Calling PM Kisan an ambitious initiative, Sinha said it aligns with Prime Minister Narendra Modi's vision, adding that he had recently met the PM in Delhi to discuss the issue.
Strict Action Against Erring Employees
Sinha warned that strict action would be taken against employees found delaying corrections of land records. He highlighted that ambiguity in land ownership is a major cause of rural conflict, which would reduce once records are streamlined. The minister's remarks come in response to concerns that many genuine landowners are missing out on scheme benefits due to outdated or incorrect records.
Compensation Issues for Vishnupad Corridor Project
The meeting also addressed compensation for those likely to be affected by the Vishnupad Corridor project. Several members expressed concern that due to record deficiencies and restrictions on mutation and name transfer, genuine landowners may face difficulties in receiving compensation. Officials informed the minister that certain restrictions on name transfer and mutation had been imposed by the state government and could only be addressed after their withdrawal. Gaya Town MLA and Assembly Speaker Prem Kumar favored a humane approach to the project's implementation.
Concerns Over Illegal Hospitals and Touts
Nand Lal Manjhi, a representative of Union MSME Minister Jitan Ram Manjhi, raised concerns over illegal hospitals and ultrasound centers in parts of the district, including near Anugrah Narain Magadh Medical College Hospital. He also highlighted the role of touts and alleged unwarranted referrals and discharges. Sinha asked him to provide specific instances, stating that vague allegations were not actionable. Manjhi said he would furnish details.
Attendance and Future Steps
Besides Prem Kumar, Atri MLA Romit Kumar and Tekari MLA Ajay Kumar were also present at the meeting. The minister's assurances are expected to bring relief to farmers in Gaya, who have been struggling with land record issues for years. The fast-track correction drive is likely to benefit thousands of farmers, enabling them to access the PM Kisan Yojana's financial assistance.
