Haryana Government Overhauls Financial Assistance Scheme for Women

In a significant policy shift, the Haryana government has announced major changes to the Deen Dayal Lado Lakshmi Yojana (DDLLY), transforming the payment structure from monthly disbursements to half-yearly transfers. Chief Minister Nayab Singh Saini revealed the modifications during a public event on Saturday, November 16, 2025.

The revised scheme will now provide beneficiaries with Rs 12,600 every six months instead of the previously announced Rs 2,100 per month. This strategic change comes merely a fortnight after the government transferred the first monthly installment to eligible women across the state.

Rationale Behind the Payment Restructuring

Chief Minister Saini explained the reasoning behind this substantial modification, emphasizing the benefits of accumulated payments for the recipients. "We have already implemented the Lado Lakshmi Yojana and initiated the process of disbursing the payments of Rs. 2100 per month to the eligible beneficiaries," Saini stated.

"I had already reserved Rs 5000 crore in the annual budget, and we will gradually hike the allocation. I have told the officers that this amount of Rs. 2,100 per month is small. We should give it in two installments annually. When the amount gets accumulated, we shall give it to them with interest, so that a poor person can also do some work, can do some business, or take the family forward," the Chief Minister elaborated.

The government has directed officials to discuss the implementation details of this new payment mechanism to ensure smooth transition and maximum benefit to the recipients.

Scheme Implementation and Beneficiary Details

The timing of this announcement is particularly noteworthy as it comes just two weeks after the BJP government, on November 1, 2025, transferred the first installment of the monthly assistance. The initial transfer amounted to Rs 109.65 crore deposited directly into the bank accounts of 5,22,162 eligible beneficiaries.

The Deen Dayal Lado Lakshmi Yojana, which was officially launched on September 25, 2025, has seen substantial interest from women across Haryana. According to government data, until midnight of October 31, a total of 6,97,697 women had applied for the assistance through the dedicated Deen Dayal Lado Lakshmi mobile application.

The scheme eligibility criteria include:

  • Both married and unmarried women aged between 23 to 60 years
  • Belonging to families with an annual income not exceeding Rs 1 lakh

The application and verification process has been designed for efficiency, with verification typically completed within 24 to 48 hours after submission. Eligible applicants receive SMS notifications prompting them to upload live photographs for Aadhaar-based e-KYC verification. Following successful verification, the SEWA Department issues a beneficiary ID, enabling direct bank transfers of the financial assistance.

Broader Government Initiatives and Community Engagement

Chief Minister Saini made these announcements during an event organized by the All Haryana Sarvajati Punia Samaj in Kharak Punia village of Hisar district. The gathering commemorated the birth anniversary of Dada Badhdev Ji Poonia, providing a platform for the government to connect with community leaders.

During his address, Saini urged the 'Poonia Khap' to guide the younger generation toward empowerment and away from substance abuse. He highlighted how Dada Badhdev's life teachings demonstrate that "when society is disciplined, every problem becomes easier to solve." The Chief Minister noted that the revered leader "always inspired society to make truth, discipline, and brotherhood the fundamental principles of life."

Beyond the Lado Lakshmi Yojana modifications, Saini outlined the government's broader employment generation strategy. "I had said in my budget speech that we shall open 10 Industrial Model Townships. The process is going on at swift pace. We shall soon be taking possession of land for 2-3 IMTs so that employment avenues are generated," he disclosed.

The Chief Minister also announced several development initiatives for Kharak Punia village, including upgrading the local school to a Model Sanskriti School to provide high-quality education to children. Additional announcements included the construction of a community centre and the establishment of a library, reflecting the government's commitment to holistic community development alongside financial empowerment schemes.
