Odisha Cabinet Greenlights Major Rs 3,400 Crore Bus Terminal Development Scheme
In a significant move to overhaul public transportation infrastructure, the Odisha state cabinet has given its formal approval to the ambitious 'Atal Bus Stands' scheme. This comprehensive initiative, announced on Friday, is backed by a substantial planned outlay of Rs 3,400 crore, with implementation targeted for completion by the fiscal year 2031-32.
Unified Framework for Statewide Bus Terminals
The newly approved scheme establishes an overarching framework designed to consolidate all existing and future public bus stands under a single, streamlined management umbrella. While several bus terminals have previously been inaugurated under the Atal name, this program represents a formalized, statewide strategy to ensure uniformity and efficiency.
"All existing and new bus stands will be integrated under the scheme. As many as 318 bus stands that are at various stages of construction will be covered," stated Chief Secretary Anu Garg, highlighting the extensive scope of the project.
Implementation and Agency Oversight
The Odisha State Road Transport Corporation (OSRTC) has been designated as the primary implementing agency responsible for executing the scheme. Under its provisions, all designated Atal Bus Stands will be officially notified as critical public transport infrastructure. This designation ensures that the facilities will be accessible to both government and private bus operators, fostering an integrated and seamless public transport network across the state.
Strategic Development and Categorization
The development of these bus stands will be strategically focused on key locations, including:
- District headquarters
- Sub-divisional and block headquarters
- Urban local bodies
- Major tourist centers
- Other important transportation hubs
To optimize resources and cater to varying demands, the bus terminals will be systematically categorized into three distinct classes: A, B, and C. This classification will be based on comprehensive assessments of passenger demand and specific transport requirements at each location.

The government has outlined multiple core objectives for the Atal Bus Stands scheme, which aims to:
