In a significant announcement, Bihar's Director General of Police (DGP), Vinay Kumar, declared on Friday that the state has witnessed a substantial decline in serious criminal activities during the year 2025 compared to the previous year. The police chief attributed this positive trend to a multi-pronged strategy involving rigorous enforcement, technological upgrades, and focused operations.
Sharp Decline Across Major Crime Categories
Releasing the annual performance report of the state police department, DGP Kumar presented a detailed statistical picture showcasing impressive reductions. The most dramatic fall was seen in bank dacoities, which plummeted by a staggering 80%. Other critical crime categories also showed marked improvement: murders decreased by 8.3%, dacoities by 26.9%, robberies by 21.1%, riot cases by 21.5%, and rape cases by 8.2%.
Kumar stated that this success was the result of large-scale arrests, significant seizures, enhanced operations against cybercrime, stricter enforcement of prohibition laws, and substantial upgrades in forensic capabilities, emergency response systems, and manpower.
Massive Arrests and Seizures in 2025
The DGP provided hard numbers to back the claims of an intensified crackdown. Between January and December 2025, the police arrested a total of 361,364 accused persons. This included 6,106 individuals linked to murder cases, 1,133 to dacoity, 2,264 to loot, and 3,932 under the SC/ST Act, alongside arrests for rape and kidnapping.
The seizures made during this period were equally substantial, crippling the infrastructure of crime. Police recovered 4,963 illegal firearms, 54 licensed weapons, and 30,133 cartridges. In a major blow to illegal arms manufacturing, 74 mini gun factories were busted. The haul also included 89 bombs, 288 detonators, counterfeit currency, and narcotics like heroin and cannabis.
Focus on Women's Safety and Special Drives
Highlighting efforts towards women's security, Kumar cited NCRB 2023 data indicating that Bihar's crime rate against women was 37.5, notably lower than the national average of 66.2. To bolster this further, 855 police stations across Bihar now have dedicated women help desks. Abhaya Brigades operate in 28 districts to protect girl students and women.
A special anti-trafficking drive named 'Naya Savera' conducted from July 31 to August 14, 2025, led to the rescue of 41 minor girls, seven women, and 64 minor boys from human trafficking networks.
Enhanced Operations and Infrastructure
The police's Special Task Force (STF) saw a major surge in activity, with 29 encounters in 2025 compared to just eight in 2024. STF arrests jumped to 1,682 from 752, and Maoist arrests increased to 134 from 44. Six Maoists, including five with rewards on their heads, surrendered.
On the infrastructure front, the Dial 112 emergency service was fully operationalized with 1,837 response vehicles. To aid investigations, nine regional forensic laboratories were sanctioned (five operational), and 28 district forensic mobile units were sanctioned (18 operational).
Cybercrime Crackdown and Prosecution Success
The cybercrime wing registered 6,319 cases, made 1,050 arrests, and handled a massive 2.796 million calls on the 1930 helpline. A crucial achievement was the freezing of Rs 116 crore linked to cyber fraud, with Rs 7.36 crore successfully returned to victims.
The prosecution wing secured 143,545 convictions between January and November 2025. These included four death sentences and 1,097 life terms. The department also executed a colossal number of court orders, including 428,806 summons and 643,448 warrants.
DGP Kumar's comprehensive report paints a picture of a police force that has aggressively pursued criminals on all fronts, leading to a tangible improvement in the law and order situation in Bihar for the year 2025.
