In a significant development for judicial infrastructure in Himachal Pradesh, Chief Justice of India (CJI) Justice Surya Kant laid the foundation stone for the Mandi judicial court complex on Sunday. The event, held in Kullu, was attended by Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu and other dignitaries, marking a milestone in the state's legal landscape.
State-of-the-Art Facility to Cost Rs 152 Crore
The new court complex, to be constructed at a cost of Rs 152 crore, will be built on a sprawling 9.6-hectare site. It will feature four blocks designed to provide enhanced facilities for judges, lawyers, and the public. This investment underscores the commitment to modernizing judicial infrastructure and improving access to justice in the region.
Justice Kant Compares Judicial System to Hospitals
Addressing a legal literacy camp during the ceremony, Justice Kant emphasized the need for judicial complexes to function like hospitals. He stated that people approach hospitals with hope for healing, and similarly, the judicial system should operate with a spirit of service to provide relief and justice. He highlighted that with increasing facilities, the responsibility of the judicial system also grows, urging a focus on efficiency and compassion.
Justice Kant noted that Mandi, often referred to as 'Chhoti Kashi' due to its spiritual significance, is a place where millions visit with devotion. He described the foundation laying as the establishment of a 'temple of justice,' expressing confidence that the complex would be completed soon to serve the community.
Emphasis on Fundamental Duties and Rights
Justice Kant stressed the importance of fundamental duties alongside fundamental rights, calling them an integral part of the Constitution. He advocated for increased awareness programs at the grassroots level to educate people about their duties, particularly in Himachal Pradesh, which has preserved its natural beauty. He emphasized that such initiatives are crucial for fostering a balanced understanding of constitutional responsibilities.
Government's Commitment to Justice and Development
Chief Minister Sukhvinder Singh Sukhu, in his address, reiterated the government's commitment to ensuring access to justice and rights for every citizen. He outlined efforts toward inclusive development and social justice, aligned with constitutional principles. Through initiatives in education, healthcare, social security, and transparent administration, the government aims to provide equal opportunities and strengthen democratic foundations.
Sukhu highlighted the success of lok adalats in resolving approximately 5.5 lakh pending cases over several years, demonstrating the effectiveness of alternative dispute resolution mechanisms in clearing judicial backlogs.

Chief Justice of the Himachal Pradesh High Court, Justice Gurmeet Singh Sandhawalia, who was also present, expanded on the concept of justice. He stated that justice extends beyond courtrooms to include awareness of rights, access to legal aid, and timely assistance. This holistic approach aims to make the legal system more accessible and responsive to the needs of the people.
