The Nagpur bench of the Bombay High Court has issued a strict deadline to the Maharashtra government, demanding a clear timeline for the long-pending redevelopment of Deekshabhoomi by this Friday. The court seeks comprehensive details about administrative approvals, tendering processes, and execution schedules under the revised development plan.
Court Takes Stern Stand on Delayed Project
During Monday's hearing, a division bench comprising Justices Anil Kilor and Rajnish Vyas expressed frustration over the lack of progress in the Deekshabhoomi redevelopment project. The hearing addressed a public interest litigation filed by lawyer Shailesh Narnaware, who sought expedited action on the delayed project that has been pending for years.
The bench acknowledged that while the original development plan has been replaced with a new design, the implementation roadmap remains unclear. The court specifically noted that internal disputes within the memorial committee have been contributing significantly to the project delays.
Underground Parking Controversy and Alternative Plans
According to status reports submitted by the Nagpur Metropolitan Region Development Authority (NMRDA) and Nagpur Improvement Trust (NIT), construction of the proposed underground parking facility faced strong opposition from followers and various organizations. The objections culminated in a formal letter dated July 8, 2024, from the Dr Babasaheb Ambedkar Smarak Samiti, which forced authorities to halt the parking construction.
In response to the objections, officials prepared four alternative plans. During a crucial meeting convened by the district collector on January 16 with representatives from NMRDA, NIT, and the committee, the third option received official approval. However, authorities informed the court that this approved option still requires administrative sanction and completion of several technical processes.
Court's Comprehensive Directions and Next Steps
The High Court has directed the state government to file a detailed affidavit outlining the complete schedule "from approval to execution" of all works related to the Deekshabhoomi redevelopment. The bench emphasized the need for a clear, time-bound action plan to ensure the project moves forward without further delays.
In a significant development, the court also referred to NMRDA's statement about holding a meeting with committee office-bearers on October 3 to resolve issues concerning the protective wall around the sacred site. Additionally, the court directed the petitioner to submit a written affidavit confirming that the memorial committee has formally approved the revised development plan.
