Dharwad DLSA Launches Comprehensive Legal Outreach to Address Rural Social Issues

In the rural communities of Dharwad district, persistent challenges including child marriage, bonded labor, and escalating substance abuse among youth have prompted significant intervention from legal authorities. The District Legal Services Authority (DLSA) of Dharwad has dramatically expanded its efforts to connect citizens with legal protections and awareness, implementing a multi-faceted approach to bridge the gap between law and vulnerable populations.

Massive Awareness Campaign Reaches One Lakh Residents

Over the past three years, the DLSA has executed an impressive more than 600 legal awareness programs across the district, successfully reaching approximately one lakh people. These initiatives have specifically targeted school and college students, along with marginalized community members who often remain unaware of government schemes and legal rights. DLSA member-secretary and senior judge Parashuram Doddamani emphasized that recognizing this critical information gap has driven the authority to adopt a more targeted, grassroots approach.

"We have taken our campaigns directly to villages, schools, and vulnerable communities to ensure legal awareness reaches those who need it most," stated Doddamani. "In just the last 30 months, we have organized nearly 100 programs focusing specifically on combating child marriage and drug abuse."

Educational Interventions and Substance Abuse Prevention

The DLSA has identified school dropouts after class VIII as a growing concern in rural areas, directly linking educational discontinuation to increased risks of early marriage and child labor. To address this, DLSA teams have conducted visits to over 50 schools, providing counseling to both students and parents about the importance of continuing education and the dangers of premature workforce entry.

Simultaneously, drug abuse among youth has emerged as another major priority. Officials note that many young people fall victim to substance addiction without fully understanding the consequences. In response, the DLSA has intensified awareness drives in high schools and colleges, clearly outlining the legal penalties and severe health impacts of addiction while promoting available rehabilitation support services.

Substantial Legal Aid and Case Resolution Achievements

Through the Legal Aid Defence Counsel System, the DLSA has achieved remarkable results in dispute resolution, settling 6,405 cases involving claims worth Rs 763 crore. The authority provided free legal aid in 70 civil cases during 2025, with 20 cases already assisted in 2026. Additional legal support extended to 117 sessions cases, 253 magistrate cases, and three cases before the Juvenile Justice Board, demonstrating comprehensive coverage across judicial forums.

Expanding Focus to Additional Social Issues

The DLSA has undertaken targeted interventions through field visits addressing complex social problems including honor killings, female foeticide, and substance abuse. Following Supreme Court directives, the authority will now conduct awareness programs on man-animal conflict in forest fringe villages and organize 'Veer Parivar' initiatives supporting armed forces families.

To strengthen grievance redressal mechanisms, the DLSA has formally requested government inclusion in the Janaspandana program, specifically to handle property disputes requiring legal intervention. This strategic move aims to provide more accessible legal pathways for resolving complex community conflicts.

Sustained Efforts Required for Lasting Social Change

While acknowledging encouraging progress, Doddamani emphasized that sustained efforts and enhanced inter-departmental coordination remain essential to reach the most vulnerable populations effectively. The ultimate goal extends beyond legal awareness to tangible social transformation, ensuring that marginalized communities not only understand their rights but can actively exercise them to improve their living conditions and future prospects.
