Goa Cyber Police Intensify Crackdown on Online Escort Services

In a significant revelation during the recently concluded state assembly session, Goa Chief Minister Pramod Sawant disclosed that the state's cyber police have blocked and removed 512 website URLs advertising escort services. The Chief Minister emphasized that this enforcement action is ongoing and forms a critical part of the government's strategy to combat illegal online activities linked to commercial sexual exploitation.

Geographic Spread of Blocked Websites

Sawant clarified that none of these illicit websites are being operated from within Goa. Instead, they originate from various locations including West Bengal, Maharashtra, Gujarat, Chhattisgarh, and even internationally from Kenya. This highlights the cross-border and interstate nature of the digital operations facilitating such services, challenging local law enforcement with jurisdictional complexities.

Response to Opposition's Calling Attention Motion

The information was provided in response to a calling attention motion tabled by opposition leader Yuri Alemao and other legislators including Altone D’Costa, Carlos Ferreira, Vijai Sardesai, Venzy Viegas, Cruz Silva, and Viresh Borkar. The motion pointed to the alarming rise in commercial sexual exploitation and human trafficking within the state. Sawant responded by stating, "Sex trafficking problem in Goa is not as big as it looks. It is used more for cyberfraud." Despite this assessment, he assured the assembly that he has directed both the home and tourism departments to take stringent action.

Active Monitoring and Statistical Data

The Chief Minister further detailed that the social media monitoring cell of the cybercrime unit is actively surveilling these websites to prevent their resurgence. Providing statistical context, Sawant reported that between 2024 and 2026, a total of 18 cases were registered under the Immoral Trafficking Prevention Act, resulting in the arrest of 39 accused individuals and the rescue of 52 victims. Additionally, the government is placing special emphasis on tracing missing children, with 140 out of 150 reported missing children successfully traced during the same period.

Opposition's Critique and Demands

Opposition leader Yuri Alemao criticized the current enforcement approach, arguing that police efforts should focus on dismantling the entire network and apprehending the kingpins behind commercial sex trafficking, who often evade capture. "It’s only traffickers who get caught. Zeroing in on the kingpins never happens. The traffickers became faceless as most operate online," Alemao stated. He also pointed out systemic failures, noting that neither panchayats nor the tourism department revoke licenses of hotels or guest houses caught in such activities.

Additional Legislative Concerns

Other opposition members raised further issues. Aldona MLA Carlos Ferreira urged the government to trace the source of these websites more effectively. Benaulim MLA Venzy Viegas expressed shame over Goa reportedly having the highest trafficking rate in the nation. Velim MLA Cruz Silva questioned whether foreign nationals, such as a belly dancer who performed at an Arpora club during a fire incident and others in the hospitality industry, possess valid work visas, suspecting potential trafficking among them.

This assembly discussion underscores the multifaceted challenge Goa faces in combating online escort services and human trafficking, with calls for more robust measures to target network leaders and ensure comprehensive regulatory oversight.
