Hisar RTI Activist Faces Second FIR for Alleged Extortion of Shopkeeper

In a significant development, the Hisar police have registered a second First Information Report (FIR) against alleged RTI activist Manoj Sindhwani. This new case follows his earlier arrest for reportedly extorting Rs 1 lakh from a shopkeeper, highlighting a pattern of alleged criminal behavior.

Details of the New Complaint

According to the latest complaint filed by Shagun Khurana, a resident of Jahazpul, Sindhwani is accused of orchestrating the sealing of Khurana's shop through repeated complaints to the municipal corporation. Khurana alleges that Sindhwani then demanded a hefty sum of Rs 2.5 lakh to facilitate the reopening of the shop, exploiting the situation for financial gain.

Sequence of Alleged Extortion Events

The incident began in July 2024 when Khurana was engaged in construction work at his shop and received a notice from authorities. Sindhwani allegedly approached Khurana, demanding Rs 1 lakh to withdraw the complaint. When this payment was not made, Sindhwani is said to have intensified his efforts by filing additional complaints and submitting RTI applications, which ultimately led to the sealing of the shop.

Following the sealing, Sindhwani reportedly escalated his demands, asking for Rs 2.5 lakh. On December 18, 2025, he allegedly collected this amount in cash, promising that the shop would be unsealed within 15 days to a month. However, no action was taken to reopen the shop, leaving Khurana in a precarious situation.

Police Investigation and Legal Proceedings

Police officials have confirmed that further investigation is underway into these serious allegations. Sindhwani's earlier arrest for a similar extortion case involving Rs 1 lakh adds weight to the current accusations, suggesting a possible modus operandi targeting local businesses.

The case underscores concerns about the misuse of RTI mechanisms and municipal complaints for personal enrichment. Authorities are working to gather evidence and statements to build a strong legal case against Sindhwani, ensuring justice for the affected parties.
