Kolkata Police Disaster Management Group Announces Major Water Wing Modernization
In a significant move to enhance emergency response capabilities, the Disaster Management Group (DMG) of Kolkata Police is undergoing a comprehensive overhaul, with particular emphasis on its critical water wing. This specialized unit, responsible for conducting rescues and recoveries in the challenging waters of the Hooghly River, has long faced operational hurdles, most notably the inability to maintain effective communication between divers underwater and with supervisors coordinating from the surface.
Rs 4 Crore Investment in Cutting-Edge Technology
After three years of planning and two years since the initial tender was floated, the DMG is finally proceeding with a procurement process estimated to exceed Rs 4 crore. This substantial investment will equip Kolkata Police with advanced underwater communication systems that were previously exclusive to specialized state and national disaster response forces like the State Disaster Response Force (SDRF) and National Disaster Response Force (NDRF).
The procurement list includes 33 pieces of equipment, with at least 14 items specifically designated for the water wing. The centerpiece of this upgrade is an advanced underwater communication system complete with specialized face masks. This technology will fundamentally transform rescue operations by enabling real-time, hands-free communication between divers and their supervisors.
Addressing Critical Communication Gaps
"We have encountered multiple instances since 2023 when we failed to locate bodies in the Hooghly River within the crucial first 48 hours of our divers initiating rescue operations," explained a senior DMG officer. "Our objective is to leverage technology to reverse this troubling trend and significantly improve our success rates."
According to the tender specifications, the new communication units will allow surface supervisors to maintain constant contact with at least two divers simultaneously. The system features hands-free operation, eliminating the need for divers to manually activate communication devices, and includes alert tones to immediately notify supervisors of critical situations.
Comprehensive Equipment Modernization
The technological upgrade extends far beyond communication systems. The DMG's procurement list includes several innovative rescue tools:
- Remote-controlled lifebuoys capable of pulling 150 kg with a cruise speed of 8 km/hr and maximum speed of 20 km/hr
- Hydraulic forcible entry tools for emergency access
- Cordless angle grinders and cut-off machines
- Pressure test kits for equipment verification
- Advanced braking systems for safety
- Modern fibreglass pedal boats for maneuverability
Enhanced Search Capabilities with Drones and Cameras
Kolkata Police will also acquire underwater cameras and specialized drones to improve their ability to locate missing persons in the Hooghly and other water bodies. These tools will prove particularly valuable in situations where divers face accessibility challenges due to depth, debris, or hazardous conditions.
"The drone or camera technology will be instrumental in tracing bodies in areas where divers find it difficult to operate safely," noted a police official. "Furthermore, these systems can be deployed effectively after dusk or during inclement weather conditions, significantly expanding our operational window."
The need for such technology became painfully apparent during an incident three years ago involving the murder of a Tiljala youth. Despite having a witness who saw the body's location, police divers struggled for several days before successfully recovering the remains. "The Tiljala incident highlighted our technological limitations," recalled an officer from the detective department. "With these new tools, we can respond more effectively to similar situations in the future."
Bolstering Additional Emergency Response Units
The modernization initiative extends beyond the water wing to include enhancements for tree-cutting and firefighting units. New equipment acquisitions will include:
- Heavy-duty extendable ladders for elevated access
- Portable smoke exhauster-cum-ventilator systems
- Professional wood-cutting chainsaws
- Advanced cordless cut-off machines for emergency extraction
This comprehensive equipment upgrade represents Kolkata Police's commitment to modernizing its disaster response capabilities across multiple operational domains.
