The complainant, identified as Parmanand Maurya, was walking towards his apartment in Borivli East late at night on December 28, 2025, when the unfortunate accident occurred. After parking his cab near a school, Maurya was proceeding to his residence around 1 a.m. Upon reaching his building, he noticed a critical lack of safety precautions at the site where road digging was underway.
There were no reflectors, barricades, or precautionary signboards installed by the contractor to alert pedestrians of the hazardous conditions. In the darkness, Maurya stumbled and fell over an exposed water pipeline within a dug-up patch of the road. The impact was severe, leading to immediate distress and significant physical trauma.
His family quickly rushed him to a private hospital for emergency care. Medical examinations, including X-rays and a CT-scan, revealed that four of his ribs had fractured, and he was suffering from internal bleeding. Due to the severity of his condition, Maurya was transferred to another hospital in Mira Road, where he underwent an urgent surgical procedure to remove his spleen.
Aftermath and Police Action
The recovery process has been arduous for Maurya. Doctors have advised him to take complete bed rest for a period of four months to facilitate healing. The medical expenses incurred for his treatment have amounted to nearly Rs 4 lakh, placing a substantial financial burden on him and his family.
On December 30, Maurya's brother contacted the site supervisor to inform him about the injury and seek assistance. However, the supervisor allegedly refused to provide any help and even threatened the brother, exacerbating the situation. This lack of cooperation prompted Maurya to take legal action.
He approached the Kasturba Marg Police and recorded his official statement on January 19. Following a thorough investigation, the police registered a First Information Report (FIR) on January 28 against four individuals involved in the road repair project. The case is currently under further probe to determine the extent of negligence and hold the responsible parties accountable.
