In a swift move to pre-empt municipal action, partners of a Beed-based construction firm, including NEET question paper leak accused Pralhad Vitthal Kulkarni (P V Kulkarni), demolished an unauthorised basement and RCC pillars of a project under construction on Monday. The demolition occurred just hours before the municipal council could initiate its own removal process.
Background of Notices
The Beed Municipal Council had issued two notices—on May 20 and May 29—to Shivshakti Builders and Developers, directing the removal of illegal construction carried out without prior approval under the Maharashtra Regional and Town Planning (MRTP) Act, 1966. The latest notice named five partners, including Kulkarni, and warned of demolition by the civic body if the violations were not cleared within the stipulated time.
Details of Violations
According to officials, the developers had constructed a basement and erected RCC pillars on a plot measuring over 6,000 square feet without obtaining the required permissions. When the firm failed to comply with the initial seven-day deadline, the council issued a second notice, granting three days and cautioning that demolition costs would be recovered from the builders.
Voluntary Demolition
Before civic authorities could take action, the developers deployed a bulldozer and razed the unauthorised structures themselves. Beed Municipal Council chief officer Shailesh Fadse stated, “We had issued notices. We have received information that the owner has voluntarily removed the unauthorised construction. If an application for building permission is submitted in future, the existing status of the site will be physically verified and permission will be granted only if it complies with the rules.”
Current Status of Construction
Officials clarified that only the basement and RCC framework had been erected, and the main building had not yet come up. Municipal records show the plot measures approximately 11.65 meters and 16.7 meters on the east-west sides, and 41.44 meters and 40.27 meters on the north-south sides.
Public Scrutiny
Kulkarni, a Beed native, was recently arrested by the Central Bureau of Investigation (CBI) as a key accused in the NEET question paper leak case, which has brought the project under public scrutiny. Civic authorities have emphasised that any future construction on the plot will require mandatory approvals and strict compliance with planning norms.
