UP Anti-Terrorism Squad Intensifies Probe into ISIS-Linked Module with Lookout Circulars

The Uttar Pradesh Anti-Terrorism Squad (ATS) has escalated its investigation into a recently dismantled ISIS-affiliated terror module by securing lookout circulars (LOCs) against three primary accused individuals. The LOCs target Aqib, Maijul, and Azad, ensuring their immediate apprehension should they attempt to enter India.

International Manhunt and Recent Arrests

Authorities report that Maijul is currently residing in South Africa, while Aqib and Azad are believed to be in Saudi Arabia. This international dimension complicates the investigation. In a parallel development, the Bijnor police arrested two additional suspects on Friday: Owaid Malik and Jalal Haider, also known as Sameer Jafri.

Viral Video Triggers Police Action

The crackdown was initiated following a widely circulated social media video that depicted a man brandishing firearms and disseminating provocative content online. This video, uploaded from a profile operated by Maijul and featuring Aqib displaying weapons, prompted a joint operation by the UP ATS and local district police. An FIR was subsequently registered at the Nagal police station, naming Maijul, Aqib, Azad, and Owaid as accused.

Background of the Terror Module Bust

This case traces back to April 3, when the UP ATS uncovered a suspected terror module allegedly directed by Pakistani handlers. Four individuals were arrested at that time:

  • Saqib, alias 'Devil'
  • Arbaab, 20, from Meerut
  • Vikas Gehlawat, alias Raunak, 27, from Gautam Budh Nagar
  • Lokesh, alias Papla Pandit alias Sanju, 19, from Gautam Budh Nagar

They were accused of planning arson attacks on railway infrastructure and conducting reconnaissance of critical installations and public assets across multiple cities.

Interrogation Reveals Key Connections

Additional Director General (Law and Order) Amitabh Yash stated that significant leads emerged after the arrest of Owaid Malik. During interrogation, Malik disclosed that approximately three years ago, he traveled to Gujarat in search of employment. There, he met Jalal Haider alias Sameer Jafri, who introduced him to Maijul and Hakim, both reportedly working as drivers in Saudi Arabia.

Based on Malik's testimony, police apprehended Jalal Haider alias Sameer Jafri. Investigators confirmed that both arrested individuals confessed to facilitating connections between people and Aqib via social media, encouraging followers to propagate his extremist ideology.

Social Media Radicalization Tactics

Yash elaborated that Aqib utilized Instagram Live sessions to spread radical and inflammatory content, inciting youths to commit violent acts and threatening those who opposed him. Police sources revealed that during these broadcasts, Aqib allegedly displayed sophisticated weaponry, including AK-47 rifles and grenades, to influence viewers.

Investigators believe Aqib was attempting to establish an organized network within India, recruiting young individuals and inciting them to engage in criminal and anti-national activities.

Electronic Evidence and Escape Plan

The probe further uncovered that after the arrest of Aqib's associates in Meerut, Azad allegedly advised Malik to flee to Nepal to avoid capture. Police have recovered electronic evidence supporting this claim, adding another layer to the investigation.

The UP ATS continues to pursue all leads in this complex case, emphasizing the ongoing threat of online radicalization and international terror networks.
