UP Police Expands Cybercrime Response with New Call Centre in Lucknow

In a significant move to combat the escalating threat of cybercrime, the Uttar Pradesh Police has substantially enhanced its cyber response capabilities by inaugurating a new 30-seat call centre dedicated to the national cyber helpline number 1930. Located in the Kalli Paschim area of Lucknow, this expansion brings the total number of operational seats across the state to 50, marking a crucial step in addressing the surge in digital fraud complaints.

Addressing High Call Volumes and Public Demand

Director General of Cyber Headquarters, Binod Singh, highlighted the pressing need for this expansion, noting that the existing call centre has been inundated with a high volume of calls. This trend underscores the growing public reliance on the 1930 helpline for reporting various forms of cyber fraud, including financial scams and online deception.

"The existing facility has been receiving an overwhelming number of calls, which clearly indicates that citizens are increasingly turning to this helpline as their first point of contact when faced with cyber threats," stated DG Singh. He further revealed that plans are already in motion to add another 30 seats to the Kalli Paschim call centre, which will elevate the total capacity to 80 seats in the near future.

Statistical Insights and Operational Goals

According to official records from the Cyber Headquarters, the 1930 helpline received a staggering 12.93 lakh calls between August 2025 and February 2026. Of these, approximately 7.05 lakh calls were successfully answered, while 5.88 lakh calls were dropped due to capacity constraints.

DG Singh emphasized that with the addition of 30 new call takers, the system will be better equipped to handle incoming calls with significantly reduced drop rates. "Our objective is to ensure that every victim of cybercrime receives immediate assistance without facing delays or disconnections," he explained.

Rapid Response and Multi-Agency Coordination

Detailing the operational strategy, DG Singh outlined a critical two-hour response window as the top priority for the cyber response team. "From the moment a complaint is logged through helpline 1930, our focus shifts to immediate action—freezing fraudulent transactions, registering First Information Reports (FIRs), and ensuring seamless coordination not only across different states but also on an international level when necessary," he said.

He stressed that time is of the essence in financial recovery efforts. "In cybercrime investigations, every minute counts. The faster we act, the higher the chances of recovering stolen funds and apprehending the perpetrators."

Disrupting Financial Networks and Enhancing Controls

To effectively choke the money trail associated with cyber fraud, the UP Police is implementing a multi-pronged approach. This includes identifying and monitoring mule accounts used for money laundering, de-risking repeat offenders, and fostering close collaboration with banks, digital wallet providers, and even cryptocurrency exchanges to prevent the circulation of illicit funds.

On the issue of telecom misuse, DG Singh mentioned tightened controls on Point of Sale (PoS) agents and stringent Know Your Customer (KYC) compliance measures in coordination with telecom operators and digital platforms. "We are leaving no stone unturned to ensure that telecom resources are not exploited for fraudulent activities," he affirmed.

Preventive Measures and Public Awareness Campaigns

Recognizing that prevention is as important as response, the UP Police has launched extensive awareness initiatives. DG Singh highlighted monthly campaigns conducted in local languages to educate citizens about common fraud methods, such as phishing, vishing, and social engineering attacks.

"Awareness serves as our first line of defence against cybercriminals. By partnering with banks, telecom companies, and social media platforms, we aim to empower the public with the knowledge to recognize and avoid potential scams," he noted.

Strategic Vision for Cyber Policing

In summarizing the overarching strategy, DG Singh articulated a forward-looking vision for cyber policing. "The essence of modern cyber policing lies in outpacing criminals. If we can act faster, coordinate more effectively, and keep citizens informed in real-time, we have the potential to drastically reduce both the incidence of cybercrime and the financial losses incurred by victims," he concluded.
