BJP Lays Out Vision for 'Secure, Developed Assam' with Sweeping Election Manifesto
In a significant pre-election move, the Bharatiya Janata Party (BJP) has unveiled its manifesto for Assam, titled 'Secure, Developed Assam,' outlining a comprehensive set of promises aimed at transforming the state's economy, infrastructure, and social welfare systems. The document, released ahead of the upcoming assembly elections, details ambitious plans across employment, flood management, and legal reforms, signaling a robust agenda for governance.
Employment Generation and Youth Empowerment
The manifesto commits to creating 2 lakh additional jobs through a multi-pronged approach. This includes government recruitment drives and incentives for private sector employment, with a strong focus on boosting Micro, Small, and Medium Enterprises (MSMEs), startups, and new industries. Sector-specific opportunities in aviation and maritime jobs are also highlighted to diversify the employment landscape. For youth, the BJP plans to support 10 lakh individuals with financial aid up to ₹5 lakh under schemes like the Atmanirbhar Abhiyan, alongside providing ₹25,000 assistance for graduates preparing for job placements, aiming to foster a vibrant entrepreneurial ecosystem.
Infrastructure and Flood Management Initiatives
A cornerstone of the manifesto is a massive infrastructure investment of ₹5 lakh crore, designed to position Assam as India's Eastern Gateway. This includes mega projects such as expressways, railway expansion with new Vande Bharat routes, development of new airports, and enhanced river transport systems. Notable projects like the Gohpur–Numaligarh underwater tunnel are part of this vision. To address the chronic issue of flooding, the BJP has proposed a ₹18,000 crore expenditure over the first two years, focusing on strengthening embankments along the Brahmaputra and its tributaries, modernizing flood forecasting systems, upgrading drainage infrastructure, and implementing long-term river management strategies to reduce annual displacement and economic losses.
Legal Reforms and Social Welfare Measures
The BJP promises to implement a Uniform Civil Code (UCC) in Assam, while explicitly excluding the Sixth Schedule and tribal areas to protect customary practices. Accompanying this are proposals for new laws against so-called 'Love Jihad' and land encroachment, aimed at regulating religious conversions through marriage and safeguarding indigenous land and identity. On the welfare front, the manifesto includes increasing financial support under the Orunodoi scheme to ₹3,000 per month and expanding coverage to more households, alongside creating 40 lakh 'Lakhpati Didis' (women entrepreneurs) and establishing women-run community kitchens (Aair Pakghor) for livelihood and nutrition support.
Education, Healthcare, and Economic Growth Targets
Educational reforms feature prominently, with proposals for 'One District, One University' and ensuring medical and engineering colleges in every district. The BJP pledges free education from kindergarten to postgraduate levels for poor students, recruitment of over 70,000 teachers, and an ₹8,000 crore investment to upgrade 1,000 schools, along with creating a world-class Education City. In healthcare, a ₹50,000 crore mission aims to expand infrastructure, including advanced treatments like proton therapy for cancer, positioning Assam as a regional healthcare hub. Economically, the party aims to double Assam's economy to $150 billion by 2031 and $300 billion by 2036, supported by industrial expansion, Special Economic Zones (SEZs), and electronics manufacturing.
Support for Farmers and Tea Garden Workers
For farmers, the manifesto promises to strengthen income through ₹11,000 annual support, including a top-up to the PM-KISAN scheme, subsidies on tractors and power tillers, and distribution of two cows to 25 lakh poor families. It also plans to modernize agricultural markets and storage infrastructure. Tea garden workers and indigenous communities are targeted with welfare measures such as land rights (pattas), housing improvements, wage increases up to ₹500 per day, and efforts to promote tea products globally, alongside protections for tribal and indigenous groups.
This manifesto represents a bold attempt by the BJP to address key issues in Assam, blending economic development with social and legal reforms, as the state heads into a crucial electoral period.
