Maharashtra Launches High-Level Probe into MHADA Reservation Policy Violations in Nashik
The Maharashtra State Revenue and Forest Department has taken decisive administrative action by establishing a high-level committee to investigate significant irregularities in the implementation of the 20% MHADA (Maharashtra Housing and Area Development Authority) reservation policy within the Nashik region. This move follows serious allegations raised during the 2026 Budget Session of the Maharashtra Legislative Assembly.
Legislative Assembly Motion Triggers Investigation
The investigation was initiated after MLA Devyani Pharande raised a call-to-attention motion in the Legislative Assembly, highlighting how affordable housing units meant for the common public were allegedly diverted through fraudulent means. Multiple reports have suggested that numerous land developers failed to comply with mandatory provisions requiring them to surrender 20% of their total area or built-up space to MHADA for Low Income Group (LIG) and Economically Weaker Section (EWS) housing, despite clear orders dating back to 2013.
Committee Composition and Leadership
Revenue Minister Chandrashekhar Bawankule has established the committee under the chairmanship of the Divisional Commissioner of Nashik. The committee includes several high-ranking officials:
- Commissioner of Settlement and Director of Land Records from Pune
- Inspector General of Registration and Controller of Stamps from Pune
- Police Commissioner of Nashik
- Director of Town Planning and Planning from Pune
The Deputy Director of Land Records from Nashik will serve as the Member Secretary of the committee, according to a senior officer from the district collectorate.
Comprehensive Audit of Residential Projects
The committee has been tasked with conducting a thorough audit of all major residential projects approved over the last decade in the Nashik region. The investigation will focus on several critical areas:
- Verification of Occupation Certificates: Examining whether occupation certificates (OCs) were issued to developers without ensuring compliance with the 20% reservation rule
- Investigation of Planning Authorities: Scrutinizing the role of local planning authorities and determining whether there were lapses in monitoring the handover process
- Financial Impact Assessment: Estimating the potential loss to the state exchequer and evaluating the impact on the regional affordable housing inventory
Timeline and Expected Outcomes
The committee is expected to submit its primary findings within the next month. For developers found in violation of the policy, strict action is anticipated, including heavy penalties and the potential withholding of future clearances for upcoming projects. This investigation represents a significant step toward ensuring accountability in the implementation of affordable housing policies in Maharashtra.
The establishment of this high-level committee underscores the government's commitment to addressing systemic issues in housing policy implementation and ensuring that affordable housing reaches its intended beneficiaries in the Nashik region.
