Nagpur Municipal Corporation Launches Major Inquiry into Low-Cost Road Projects
The Nagpur Municipal Corporation's standing committee has taken decisive action by ordering a comprehensive inquiry into cement concrete (CC) road works that were awarded at rates significantly below the estimated cost. This move comes after intense discussions revealed that contractors had quoted bids 30% to 40% lower than the projected amounts, raising serious concerns about the quality and integrity of public infrastructure projects in the city.
Heated Debates Trigger Investigation
Standing committee chairperson Shivani Dani Wakhare issued the directive following a heated session where two CC road proposals sparked controversy. Congress corporators Wasim Khan and Abhijeet Jha vehemently opposed these proposals, arguing that such drastically reduced rates could compromise construction quality and lead to long-term financial losses for the civic body. Their objections highlighted a growing unease about the sustainability of low-bid awards in public works.
Scope of the Inquiry and Audit
Dani Wakhare has mandated the public works department to submit a detailed report covering the last three financial years: 2023-24, 2024-25, and 2025-26. The report must specifically address:
- How many work orders were awarded to contractors who quoted 30% to 40% below the estimated cost.
- Whether these projects experienced delays due to contractors struggling to execute work at lower rates.
- If contractors later submitted additional bills for extra works to recover losses, potentially inflating costs.
In a significant escalation, Dani Wakhare also ordered a third-party audit of all works awarded at such steeply reduced rates. This audit aims to identify cases of substandard work, with strict actions proposed, including blacklisting contractors and holding officials accountable for any irregularities found.
Specific Case Under Scrutiny
The inquiry gained further momentum after corporator Aslam Khan brought attention to a specific incident in Ekta Nagar under the Ashi Nagar zone. According to Khan, a contractor stalled work on an 800-meter cement concrete road after completing nearly 75% of the project, citing a lack of funds. The initial work was awarded at a cost of Rs 50 lakh, but the department has now initiated an additional proposal of nearly Rs 25 lakh to complete the remaining portion, which includes installing interlocking blocks on the footpath. Dani Wakhare has ordered a probe into this case as well, underscoring the urgency of addressing potential mismanagement.
Broader Demands for Reform
Opposition corporators have expanded the scope of the inquiry by demanding a review of all tenders approved during the administrator's tenure that were awarded at 35% to 40% below the estimated cost. They argue that such aggressive underbidding could result in poor-quality infrastructure, ultimately harming the city's development and burdening taxpayers with repair costs.
The discussion also saw calls for stricter norms, including:
- Restrictions on accepting extremely low bids to ensure quality standards are met.
- Limiting the number of works awarded to a single contractor to prevent monopolies and encourage fair competition.
Context of Widespread Road Quality Issues
This inquiry assumes critical importance as several newly constructed roads in Nagpur have already faced criticism for developing cracks and surface damage within a short period. Media reports, including those from The Times of India, have consistently highlighted concerns over road quality and the need for repeated repair works across the city. The standing committee's actions reflect a growing acknowledgment of these issues and a commitment to transparency and accountability in municipal governance.
With the standing committee now seeking a detailed three-year report and ordering a third-party audit, the civic body's road works—particularly those awarded at unusually low rates—are poised for closer scrutiny in the coming weeks. This proactive approach aims to safeguard public funds and ensure that infrastructure projects meet the highest standards of quality and durability for the benefit of Nagpur's residents.
