Nellore Collector's Reforms Set New Benchmarks in Governance

Nellore district is witnessing a transformative wave of governance reforms under the leadership of district collector Himanshu Shukla. In just eight months, his innovative and people-centric initiatives have set new benchmarks in administrative efficiency, grassroots outreach, and inclusive development.

Palle Veekshanam: Bridging the Gap Between Officials and Citizens

At the heart of this transformation is the Palle Veekshanam programme, a unique initiative aimed at strengthening grassroots administration. Under this, district-level officials visit one village every week to directly assess the implementation of welfare and development schemes. From inspecting MGNREGA works and anganwadi centres to interacting with farmers in their fields, the initiative ensures real-time monitoring and accountability. Several villages across the district have already been covered, fostering stronger coordination between officials and the public.

Champion Farmers: Boosting Sustainable Agriculture

Another key reform is the Champion Farmers initiative, which is giving a fresh direction to agriculture in the district. Around 700 farmers have been identified and trained in sustainable practices such as Integrated Pest Management, natural farming, and multi-cropping systems. With technical support from district agencies, these farmers are achieving better yields at lower costs while promoting eco-friendly agriculture.

Public Grievance Redressal System: Enhancing Accountability

Collector Shukla has reinforced accountability in public service delivery through the weekly Public Grievance Redressal System (PGRS). Demonstrating his commitment from the outset, he swiftly resolved the very first petition he received—a housing issue of a woman from Kavali mandal—boosting public confidence in the system.

Industrial Growth and Employment Generation

On the development front, Nellore is witnessing a surge in industrial activity. Major projects such as the Premier Defence Limited unit at Rachavaripalli, with an investment of Rs. 3,000 crore, and the Shyam Metallic Energy plant at Madamanur are progressing steadily. The revival of IFFCO SEZ has also attracted significant investments, including a Rs. 6,500 crore solar power project by Tata Power Renewable Energy Limited, expected to generate employment for around 1,000 youth.

Employee Welfare and Administrative Reforms

The collector has also prioritised employee welfare by clearing long-pending promotions, organising regular grievance meetings, and extending compassionate appointments to eligible families of deceased employees, according to a revenue employee.

Through a blend of reformative governance, development initiatives, and people-centric policies, Nellore district is emerging as a model for responsive and forward-looking administration.
