Amit Shah Firmly Rejects Dialogue with Naxals, Highlights Victims of Left Wing Extremism
In a strong parliamentary address, Union Home Minister Amit Shah on Monday dismissed appeals for negotiations with Naxal groups, asserting that such proposals overlook the suffering of victims affected by Left Wing Extremism. During a debate in the Lok Sabha focused on efforts to eliminate Naxalism, Shah reinforced the government's uncompromising position, declaring that the Centre is prepared to engage in dialogue solely with individuals who relinquish their weapons.
Government's Stance on Rehabilitation and Response to Violence
"Those writing articles are urging the government to initiate talks with Naxals, yet they remain silent about the victims of left-wing violence," Shah remarked. He elaborated, "Lay down your arms, and the government will ensure your rehabilitation... Those who choose violence will be met with a firm response." This statement underscores the administration's dual approach of offering support to surrenderees while maintaining a strict stance against ongoing aggression.
Ideology, Not Poverty, Identified as Core Cause of Naxalism
Shah contested the notion that Naxalism stems from economic deprivation, instead attributing its proliferation to a specific ideological framework. "The root cause of Naxalism is not the demand for development. It is an ideology—an ideology that Indira Ji embraced back in 1970 in order to win the presidential election. Naxalism has spread precisely because of this Leftist ideology," he explained. This perspective shifts the focus from socioeconomic factors to political and ideological influences.
Questioning Tribal Allegiance Shifts and Development Obstruction
The Home Minister expressed bewilderment over historical changes in tribal hero worship, questioning why figures like Birsa Munda and Rani Durgawati were replaced by Mao by the 1970s. "I don't understand a thing... prior to independence, Tribals considered Birsa Munda, Tilka Majhi, Rani Durgawati, Murmu bandhu as their heroes... those Tribals started considering Mao as their hero by the time 1970 came, why this change happened?" he inquired. Shah accused Leftist factions of deceiving innocent tribal communities and impeding progress by destroying educational institutions, banks, and healthcare facilities. "They wanted no education for them, put the schools, banks, dispensaries in flames... the development is now reaching doorsteps under PM Modi's rule," he affirmed.
Scale of the Red Corridor and Government's Countermeasures
Detailing the extensive reach of Naxalism, Shah described a once-formidable "Red Corridor" that spanned twelve states, where the rule of law collapsed and approximately twelve crore people endured prolonged poverty. "Thousands of young lives were lost," he lamented. However, he reported significant progress, noting that Naxalism has been "almost eradicated" in regions like Bastar, with welfare initiatives such as village schools, ration shops, primary health centers, Aadhaar cards, and food grain distributions now accessible. "A campaign was launched to establish a school in every single village... the shadow of 'Red Terror' loomed," he added, highlighting past deprivations.
Statistical Evidence of Crackdown and Surrender Outcomes
To illustrate the effectiveness of government actions, Shah provided concrete data: 4,839 Naxalites have surrendered, 2,218 have been incarcerated, and 706 who resisted surrender were neutralized in police encounters. These figures demonstrate the administration's comprehensive strategy combining enforcement with opportunities for rehabilitation.
In conclusion, Shah reiterated that violence is unjustifiable under any circumstances, criticizing previous political strategies for allowing the Naxal issue to escalate. He credited current policies with facilitating development in formerly affected areas, marking a pivotal shift in addressing Left Wing Extremism.
