Zero-tolerance policy transformed UP: Ex-DGP

Former Director General of Police of Uttar Pradesh, Vikram Singh, stated that Uttar Pradesh has undergone a significant transformation over the past nine years under a policy of zero tolerance towards crime and criminality. He argued that law and order remains a critical factor for economic growth and investment, with weak policing leading to capital flight and improved governance boosting investor confidence.

Law and Order Key to Investment

Speaking to TOI's Aditi Prasad, Singh emphasized, "If there is no law and order and crime control, there will be zero investment, if not negative investment." He added, "Whatever investment happened earlier, they will also go away from the concerned state." He described the current law and order situation as an "unprecedented blessing" with perfect crime control.

No Need for Self-Promotion

Singh argued that the government no longer requires promotional campaigns. "Today's government does not have to advertise itself; now the facts and figures speak for themselves," he said.

From Crime Capital to Investment Hub

Reflecting on the past, Singh noted, "Uttar Pradesh was known as the crime capital of the country," recalling widespread insecurity and organized crime. He highlighted that Western Uttar Pradesh was considered a wasteland due to rampant criminal activity, with numerous gangs operating openly. Kidnapping for ransom and contract killings were common, leading to large-scale out-migration to places like Delhi, Punjab, and Chandigarh.

However, Singh stated that this trend has reversed, with reverse migration now occurring as people return to Uttar Pradesh. He credited this to improved law and order, which has attracted investments exceeding Rs 34,000 crore, reflecting confidence from industry leaders.

Crime Statistics Show Dramatic Decline

Citing NCRB data, Singh reported an 80% decline in robbery, almost 90% decline in dacoity, a 47% drop in murder, and a 53% reduction in rape cases. He also noted that while there were 815 riots between 2012 and 2017, there have been zero riots in the last nine years.

Operation Conviction Delivers Results

Singh highlighted the success of 'Operation Conviction', an initiative launched in 2023 to expedite investigation, prosecution, and conviction in serious crimes. The program has led to 1.2 lakh convictions, including 79 death penalties and 10,415 life imprisonments. He emphasized that the police no longer need to resort to extrajudicial measures, as most major offenders have been convicted through the courts.
