Parliamentary Panel Calls for Comprehensive Disability Data in Upcoming Census

A parliamentary committee has emphasized the critical need for establishing a robust and reliable database of persons with disabilities (PwDs) in India. The panel's recommendations specifically target the upcoming Census 2027, urging the government to ensure accurate and comprehensive enumeration of all disability categories recognized under current legislation.

Addressing Data Gaps from Outdated Census Figures

The Standing Committee on Social Justice and Empowerment, in a report presented to Parliament in March, highlighted significant limitations in existing disability estimates. Currently available data relies on the 2011 Census, which recorded approximately 2.68 crore persons with disabilities. However, this enumeration occurred under the outdated Persons with Disabilities Act of 1995, which recognized only seven disability categories.

This historical data gap presents substantial challenges for policy formulation and implementation of welfare schemes, according to the committee's findings. The 2016 Rights of Persons with Disabilities (RPwD) Act expanded recognition to 21 distinct disability categories, creating an urgent need for updated statistical information.

Government Department's Progress and Requests

The committee, chaired by BJP Lok Sabha MP PC Mohan, noted submissions from the Department of Empowerment of Persons with Disabilities (DEPwD) regarding current initiatives. Department representatives reported that approximately 1.35 crore Unique Disability Identity (UDID) cards have been issued to date, representing significant progress in individual identification.

However, DEPwD officials emphasized they have formally requested the Registrar General of India (RGI) to incorporate all 21 disability categories recognized under the 2016 RPwD Act during Census 2027. The department has specifically asked the RGI to consult with disability experts to ensure enumeration methodologies produce reliable and comprehensive figures.

Census 2027 Timeline and Implementation

These recommendations gain particular significance as Census 2027 preparations advance. The census will be conducted in two distinct phases:

  1. Houselisting Operations (HLO): Scheduled from April 1 to September 30 of this year
  2. Population Enumeration: Planned for February 2027, during which persons with disabilities will be specifically counted

The questionnaires for disability enumeration are expected to be finalized closer to the conclusion of the first phase in September. This timeline allows for refinement based on initial houselisting experiences and expert consultations.

Importance of Accurate Disability Data

In its report on 'Demands for Grants for the year 2026-27' pertaining to the Ministry of Social Justice and Empowerment, the committee underscored the transformative potential of accurate disability data. A comprehensive database, integrated with the UDID framework, would enable evidence-based policy formulation and more precise targeting of welfare schemes, the panel emphasized.

The committee specifically highlighted the need for accurate counting of disabilities that may not be immediately visible or present physical symptoms. These less apparent conditions often go underreported in traditional enumeration methods, potentially leaving significant portions of the disability community without adequate support and services.

As India prepares for its first comprehensive disability census under the expanded 2016 legal framework, these parliamentary recommendations aim to ensure that statistical accuracy matches legislative progress, creating a foundation for more equitable and effective disability policies nationwide.
