The Haryana Civil Medical Services Association (HCMSA) has formally approached Chief Minister Nayab Singh Saini, urging him to revoke the suspension of four doctors who were penalized in connection with the ongoing sex ratio controversy in the state. The association has termed the disciplinary action as arbitrary and lacking due process.
Background of the Controversy
The four doctors, posted in various districts, were suspended following allegations of involvement in facilitating illegal sex determination tests, which violate the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act. The state government has been under scrutiny for skewed sex ratios, prompting a crackdown on medical professionals suspected of aiding female foeticide.
HCMSA's Objections
In a letter addressed to Chief Minister Saini, the HCMSA highlighted that the suspensions were imposed without a proper inquiry or opportunity for the doctors to present their defense. The association argued that such actions demoralize the medical fraternity and could deter doctors from serving in rural areas. It further emphasized that the doctors have been cooperating with investigations and that the suspensions are premature.
Demand for Reinstatement
The HCMSA has demanded an immediate reinstatement of the four doctors, pending a fair and transparent investigation. The association has also called for a review of the suspension policy to prevent similar instances in the future. It warned that if the issue is not addressed, it may resort to collective action, including a boycott of non-essential services.
Government's Stance
While the state government has not officially responded to the HCMSA's letter, sources indicate that the Chief Minister's office is reviewing the matter. The government has maintained that strict action is necessary to curb female foeticide and improve the sex ratio, which remains a pressing concern in Haryana.
The sex ratio in Haryana has been a long-standing issue, with the state recording one of the lowest child sex ratios in the country. The government has launched multiple initiatives, including 'Beti Bachao, Beti Padhao', to address the imbalance. However, the recent suspensions have sparked debate over the balance between enforcement and procedural fairness.
