Former Cabinet Secretary Prabhat Kumar, delivering the BG Deshmukh Lecture 2026 at the India International Centre in New Delhi, asserted that artificial intelligence (AI) must remain a tool in governance and never become the decision-maker. Speaking on the theme 'Governance in the Age of Artificial Intelligence', Kumar emphasized that while AI can dramatically improve speed and efficiency, it should never replace accountability, ethics, and human oversight.
AI as a Tool, Not a Decision-Maker
Kumar argued that AI systems are powerful aids but lack the moral and ethical judgment required for governance decisions. He cautioned against delegating critical decisions to algorithms, stressing that human oversight is essential to maintain democratic accountability. According to Kumar, AI can process vast amounts of data and offer recommendations, but the final call must rest with humans.
Efficiency Gains Must Not Undermine Ethics
The former Cabinet Secretary acknowledged that AI could revolutionize governance by streamlining processes, reducing paperwork, and enabling faster service delivery. However, he warned that efficiency should not come at the cost of ethical standards. Kumar called for robust frameworks to ensure AI systems are transparent, unbiased, and subject to human review. He noted that without proper safeguards, AI could perpetuate existing biases or introduce new forms of discrimination.
Accountability Remains Paramount
Kumar stressed that accountability is a cornerstone of good governance and cannot be transferred to machines. He pointed out that AI-driven decisions must be explainable and contestable by citizens. The former bureaucrat urged policymakers to invest in digital literacy and public awareness so that citizens understand how AI is used in government services. He also recommended establishing independent oversight bodies to audit AI systems used in governance.
Human Oversight Is Non-Negotiable
In his lecture, Kumar reiterated that human oversight is non-negotiable even as AI adoption accelerates. He cited examples from sectors like healthcare, law enforcement, and welfare distribution where AI can assist but not replace human judgment. Kumar called for a balanced approach that harnesses AI's potential while preserving democratic values. The event was attended by former West Bengal Governor Gopalkrishna Gandhi, who was also present on the dais.
