Centre Notifies Rules for National Sports Board Tribunal

The Ministry of Youth Affairs and Sports has officially notified the rules for the National Sports Board Tribunal (NSBT) under the Sports Governance Act, 2023. This move is aimed at strengthening the governance framework for sports in India by providing a dedicated mechanism for dispute resolution and ensuring compliance with the Act.

Key Features of the National Sports Board Tribunal

The NSBT will function as an independent quasi-judicial body to adjudicate disputes related to the management and administration of recognized sports federations. It will have the authority to hear appeals against decisions of the Sports Board and impose penalties for violations of the Sports Governance Act.

Structure and Composition

The tribunal will comprise a chairperson, who shall be a retired judge of a High Court or the Supreme Court, and two members with expertise in sports law or administration. The members will be appointed by the central government on the recommendation of a selection committee.

Jurisdiction and Powers

The NSBT will have original jurisdiction over disputes involving recognized national sports federations, including issues related to elections, management, and financial irregularities. It can also adjudicate matters referred by the Sports Board. The tribunal's decisions will be binding and enforceable, with appeals lying only to the High Court.

Impact on Sports Governance

The establishment of the NSBT is expected to reduce litigation in regular courts and expedite the resolution of disputes within the sports ecosystem. It aligns with the government's objective of ensuring transparency, accountability, and fair play in sports administration. The rules also mandate that all recognized federations must adhere to the tribunal's procedures and decisions.

Implementation Timeline

The rules have been notified with immediate effect, and the government is expected to constitute the tribunal within the next three months. The Sports Board will work in coordination with the Ministry to ensure a smooth transition.

This development marks a significant step in the implementation of the Sports Governance Act, which was passed to overhaul the administration of sports in India and bring it in line with international standards.
