The Kerala State Human Rights Commission, chaired by Justice Alexander Thomas, has directed the Ernakulam district police chief (rural) to examine the case diary registered at the Thadiyttaparambu police station concerning the tragic death of a five-year-old boy who fell into a swamp at Pazhanganad Jungle Park in Kizhakkambalam. The commission has ordered a thorough review of the case's nature, investigation progress, findings, and facts from the postmortem report. A detailed examination report must be submitted within three weeks.
Commission's Directives and Next Hearing
A senior officer representing the police chief is required to attend a sitting scheduled for 10 a.m. on June 12 at the PWD Rest House in Pathadipalam, where the case will be considered. Justice Thomas had previously ordered the Revenue Divisional Officer (RDO) to conduct a transparent and effective investigation into the incident. During the last sitting on April 22, a representative of the RDO and the secretary of the Kizhakkambalam panchayat were present.
Investigation into Park Safety and Licensing
The commission is also probing whether the park management provided adequate security measures and whether the park holds a valid license issued by the panchayat and other relevant agencies. The deceased child was identified as Mohammed Adam, a resident of Chengalam South in Kottayam district.
Details of the Incident
The incident occurred in February during an excursion. A teacher who was holding Adam momentarily set him down after noticing another child leaving the room. When the teacher returned, Adam was missing. A subsequent search led to the discovery of his body in a nearby stream. The case was registered voluntarily based on a newspaper report.
