Residents of several sectors in Panchkula are facing severe disruption and sleepless nights due to alleged rampant violations of noise and timing norms by hotels and nightclubs that have recently reopened. These establishments, operating after a year-long hiatus, are reportedly causing significant inconvenience by flouting rules permitted by the police.
Late-Night Operations and Noise Violations
According to complaints from local residents, some nightclubs are operating well beyond the permitted hours. While police regulations allow operations only until 3 am, several clubs are allegedly running past 4 am. Furthermore, hotels are mandated to adhere to strict noise limits after 10 pm, but many are blaring music at volumes far exceeding the prescribed decibel levels.
The Federation of Residents' Associations (FORA) has formally appealed to the Haryana Shehri Vikas Pradhikaran (HSVP) and the local police to intervene. FORA president RP Malhotra highlighted a specific issue, stating that many hotels in the outer markets of Sectors 5, 8, 9, and 10 have constructed unauthorised rooftop sheds to create party zones.
"These spaces host weddings, birthdays, and other gatherings that often continue late into the night with loud music — sometimes even beyond 4 am," Malhotra said.
Impact on Health and Daily Life
The constant disturbance is taking a toll on the health and well-being of people living in nearby areas. FORA general secretary Bharat Hiteshi elaborated on the widespread impact, noting that the problem affects residents from Sectors 4 to 11.
"High-volume music runs through the night, disturbing residents of nearby sectors. Senior citizens, students, and patients are unable to sleep, which impacts their health and daily routines," Hiteshi explained. "At times, the noise becomes so unbearable that residents cannot sleep even for a few minutes."
The situation has created an environment of persistent disturbance, making it difficult for vulnerable groups and the general populace to find rest.
Police Response and Enforcement Actions
In response to the growing complaints, police officials have stated that they are actively conducting late-night checks to ensure compliance with the established norms. Authorities have confirmed they are carrying out regular inspections and have also initiated a special drive against drink driving in the area to address related concerns.
However, the continued complaints from FORA and residents suggest that more stringent or frequent enforcement may be required to curb the violations effectively. The community awaits concrete action from both the HSVP and the police department to restore peace and enforce the law.
