The charges are serious and encompass a range of alleged offenses.

The specific sections applied include:

  • Section 221: Obstructing a public servant in the discharge of public functions.
  • Section 224: Threat of injury to a public servant.
  • Section 351 (2): Criminal intimidation.
  • Section 352: Intentional insult.
  • Section 353 (2): Publishing or circulating false information, rumors, or alarming news.
  • Section 356 (1): Defamation.
  • Section 189(2): Unlawful assembly.

The complaint alleges that the AIMIM corporators and their supporters engaged in disruptive behavior, including manhandling civic staff, using abusive and obscene language, and forcibly compelling municipal employees to vacate the premises during the enforcement action.

The anti-encroachment initiative was launched on February 26 in the Shahganj locality. This drive was initiated following a reported incident where a few vendors allegedly manhandled a man and his pregnant wife over a minor dispute, prompting municipal authorities to take action to clear unauthorized encroachments.

On the subsequent day, February 27, the AIMIM corporators, led by Abdul Sameer Sajid, who serves as the Leader of the Opposition in the local civic body, arrived at the busy market area. Their stated purpose was to express solidarity with the local hawkers affected by the drive. However, it is alleged that their presence escalated into a confrontation with the civic authorities and staff members, leading to the incidents described in the police complaint.

The officer in charge of the City Chowk police station has confirmed that a thorough investigation into the matter will be conducted.
