Voters in West Bengal under adjudication waited anxiously through Monday for the promised first supplementary electoral roll, as the Election Commission repeatedly revised the deadline before finally publishing the list around 11:45 PM. This release followed a day of confusion and uncertainty among those awaiting inclusion or exclusion from the voter registry.

Supreme Court Oversight and Judicial Scrutiny

The Supreme Court, which had ordered the publication of supplementary voters' lists on March 10, is scheduled to hear the case related to the SIR of the Bengal electoral roll again on Tuesday. This judicial involvement underscores the high stakes of the electoral process in the state.

In total, approximately 60 lakh names on Bengal's final voters' list were placed under adjudication. To handle this massive task, 705 judges were drafted to scrutinize documents and determine the authenticity of electors. By Monday, about 29 lakh pending cases had been disposed of, with the approved names marked as "Name Addition" and rejected ones as "Name Deletion" on the supplementary list.

CEO's Statements and Process Details

Speaking to reporters in the evening, Bengal CEO Manoj Agarwal expressed uncertainty about the exact number of names approved or rejected at that moment. He explained, "EC headquarters in Delhi is processing the exercise on the central server, and we hope the supplementary list will be published by 9-9.30 PM today. It takes 4-6 hours to prepare the list." However, the final upload occurred much later, adding to the day's delays.

The list can be accessed online at the EC website, CEO website, and the ECINET app. Hard copies will be available with District Election Officers, District Magistrates, Sub-Divisional Officers, and Block Development Officers. Additionally, the list will be displayed at polling stations on Tuesday, as confirmed by Agarwal.

Appellate Tribunals and Future Steps

The Election Commission has constituted 19 appellate tribunals headed by former high court judges to hear appeals regarding name inclusion or exclusion following the publication of the supplementary lists. Agarwal noted that appeals cannot be filed immediately; instead, the Calcutta High Court will issue a notification first. He added, "Tribunals need office space and allied infrastructure. We have sought space from the state government and have discussed the issue with the chief secretary. Once provided, the court will inspect and determine eligibility."

The poll panel announced that the second supplementary list will be released on Friday, with a third expected on April 3, indicating ongoing efforts to refine the electoral roll.

Law and Order Situation in Bengal

When questioned about law and order in Bengal, Agarwal emphasized that it is a state subject, with the chief secretary, home secretary, DGP, and commissioner of Kolkata Police overseeing matters. He stated, "The role of police is good. They have taken prompt action in places where trouble erupted," highlighting efforts to maintain stability during this critical period.

This development marks a significant step in West Bengal's electoral preparations, with further judicial and administrative actions anticipated in the coming days.
