In a significant move aimed at providing financial respite to residents during the scorching summer months, the Karnataka government has announced a major relief package for lakhs of Bengalureans who have defaulted on their water bills. Deputy Chief Minister DK Shivakumar unveiled a one-time settlement (OTS) scheme on Saturday that will waive interest on pending dues if consumers clear the principal amount within a specified timeframe.

Details of the One-Time Settlement Scheme

The OTS scheme will be operational for three months from April to June 2026, specifically targeting the peak summer period when water demand typically surges. According to official data, approximately 5.1 lakh out of Bengaluru's 11 lakh water connections currently have outstanding dues for various reasons. As of February 2026, the total arrears stand at a staggering Rs 851.3 crore, comprising Rs 539.4 crore in principal and Rs 311.9 crore in accumulated interest.

"This initiative is designed to ease the burden on citizens while simultaneously strengthening the financial position of the Bangalore Water Supply and Sewerage Board," explained Shivakumar. "We are urging all defaulters to utilize this three-month window to clear their dues and avoid further penalties."

Comprehensive Coverage and Payment Options

The relief scheme applies comprehensively across all consumer categories, including domestic, commercial, and industrial users. However, outstanding dues from government departments will be addressed through separate reconciliation processes rather than this public settlement scheme.

A senior BWSSB official confirmed that the water authority will notify all defaulters with detailed information about their payable amounts. Multiple payment channels have been established to facilitate easy settlement, including:

  • Designated payment kiosks across the city
  • The official BWSSB online portal
  • Various digital payment modes for convenience

Strategic Timing During Water Demand Surge

The announcement comes at a critical juncture when Bengaluru faces increasing demand for Cauvery water during the peak summer season. By implementing this settlement scheme, the government aims to achieve dual objectives: providing immediate financial relief to consumers while ensuring the water board can maintain and improve service delivery during periods of heightened demand.

Shivakumar emphasized that this measure represents a balanced approach to addressing both citizen concerns and institutional financial health. The waived interest component of Rs 311.9 crore represents substantial savings for consumers who take advantage of the settlement window, potentially transforming their financial obligations from burdensome to manageable.
