Chennai Implements Strict Licensing and Microchipping for Beach Horse and Donkey Rides
The Greater Chennai Corporation (GCC) has introduced a comprehensive new regulatory framework for the operation of horse and donkey rides along the city's popular beaches, including Marina Beach and Elliot's Beach. This initiative aims to standardize and streamline the commercial activity while enhancing animal welfare standards across the coastal areas.
Mandatory Licensing and Microchipping Requirements
Under the new regulations, all owners of horses and donkeys used for commercial beach rides must obtain official licenses from the GCC. Additionally, each animal must be implanted with a microchip for identification and tracking purposes. The civic body has set a strict compliance deadline of 45 days, requiring owners to complete the licensing process by March 28, 2024.
From March 29 onwards, any horse or donkey operating without a valid license will be prohibited from offering commercial rides at Chennai's beaches. This enforcement measure is designed to ensure full adherence to the new rules and promote responsible animal management practices among ride operators.

The regulatory changes were implemented following a formal request from the Tamil Nadu Animal Welfare Board. The GCC passed a detailed resolution on Friday that outlines multiple requirements for animal owners:

- A complete ban on horse rides between 10:00 AM and 4:00 PM daily to protect animals from excessive heat exposure during peak daytime hours
- Mandatory provision of individual stalls measuring 144 square feet for each animal to ensure adequate resting space and proper care facilities
Implementation and Digital Processes
The GCC will facilitate the new regulatory system through digital channels, enabling owners to download application forms online. The microchipping procedure will be conducted simultaneously with the licensing process at designated GCC facilities. This integrated approach aims to streamline compliance while maintaining accurate records of all registered animals operating in beach areas.
