Goa Budget: 2,500 Govt Jobs, Contract Staff Regularized

Goa Budget 2024 Delivers Major Employment Boost with 2,500 Government Jobs

In a significant move aimed at addressing youth unemployment, Goa Chief Minister Pramod Sawant has announced the creation of 2,500 new government positions across various departments as part of the state budget. This initiative is expected to provide substantial relief to job aspirants seeking stable public sector employment in the region.

Regularization of Long-Serving Contractual Employees

A landmark decision in the budget involves the regularization of all contractual employees who have completed ten years of service in government departments. In the first year alone, at least 950 such workers are projected to transition to permanent roles, marking a critical step toward job security for thousands.

Currently, Goa employs approximately 10,000 contractual staff across different state departments, highlighting the scale of this policy shift. The regularization process is designed to reward loyalty and experience while stabilizing the workforce.

Enhanced Recruitment Through Goa Staff Selection Commission

The state government has empowered the Goa Staff Selection Commission to recruit employees based strictly on merit. To date, the commission has successfully filled 2,500 positions and issued 1,100 job advertisements for various government departments. "We will recruit another 2,500 people for government jobs," affirmed CM Sawant, underscoring the administration's commitment to expanding public sector opportunities.

Reservations for Orphans and GHRDC Employees

In a compassionate inclusion, the budget introduces reservations for orphaned children in both government jobs and educational institutions. Additionally, employees of the Goa Human Resource Development Corporation (GHRDC) will benefit from:

  • Reservations in entry-level government positions
  • Increased remuneration packages
  • Confirmation in service after meeting eligibility criteria

Comprehensive Skill Development and Employment Initiatives

To further bolster employability, the government will establish a dedicated training cell focused on upskilling youth and facilitating placements with international companies through strategic partnerships. The employment subsidy scheme for GHRDC employees will provide gap funding for three years to those securing jobs in private institutions via the corporation.

An easy exit policy has also been announced for beneficiaries of the Chief Minister Rojgar Yojana, offering greater flexibility. The state plans to transform the traditional employment exchange into a model career centre, strengthening it to function as a dynamic employment facilitation hub.

Digital Integration for Job Seekers and Employers

A centralized online portal will enable youth to register for job notifications in the private sector, while companies can advertise vacancies directly. This digital approach aims to streamline the recruitment process, connecting unemployed individuals with relevant opportunities efficiently.

Overall, the Goa budget 2024 presents a multifaceted strategy to tackle unemployment, combining job creation, employee regularization, skill enhancement, and technological integration to foster a robust employment ecosystem in the state.
