Goa Forward Party Takes Legal Action Over Municipal Ward Reduction Controversy
The Goa Forward Party (GFP) has formally raised serious objections to the state government's recent decision to decrease the number of wards in the Margao Municipal Council from 25 to 24. The party has explicitly blamed the ruling Bharatiya Janata Party (BJP) government for deliberately attempting to confuse the opposition and manipulate electoral processes ahead of the upcoming municipal elections.
Legal Challenge Initiated for Clarity on Election Procedures
GFP President Vijai Sardesai has confirmed that the party has commenced the process of appealing to the judiciary to obtain clear answers regarding several critical election-related matters. "We have served a formal notice, and we are proceeding to court because we demand absolute clarity about three fundamental issues: the precise date for the elections, the reservation of the wards, and the exact number of wards that will exist," Sardesai stated emphatically.
This legal move comes in response to a government gazette notification that has officially redrawn the ward boundaries across all municipal councils in preparation for the forthcoming elections. Sardesai highlighted a significant contradiction, noting that the state cabinet had previously approved a proposal to actually increase the number of wards in the Margao municipality to 27, making the reduction to 24 even more perplexing.
Confusion Over Ward Mergers and Demographic Data
The Margao Municipal Council area encompasses the Fatorda constituency, the Margao constituency, and the housing board area of the Curtorim constituency. Sardesai expressed deep concern over the lack of transparency regarding which specific ward the former 25th ward has been merged with. "The only entities that possess this information are the State Election Commission and the BJP. This opacity constitutes our primary problem," he asserted.
Following the delimitation process, the next crucial step is the reservation of wards for Other Backward Classes (OBC), Scheduled Tribes (ST), and Scheduled Castes (SC). Sardesai questioned how accurate reservations can be determined without clear data. "If the 25th ward has been merged with another, what then is the OBC, ST, and SC percentage in that newly formed ward? These essential demographic details remain completely unclear and unverified," he explained.
Allegations of Democratic Principles Abuse
Sardesai did not mince words when accusing the BJP of what he termed a "gross abuse of the principles of law and democratic values." He specifically pointed to the alleged misuse of government machinery to secure electoral advantages. The GFP president argued that such actions undermine the integrity of the democratic process and create an uneven playing field for opposition parties.
The party's legal challenge seeks to ensure that the municipal elections are conducted fairly, with transparent procedures and clear guidelines that all political stakeholders can understand and adhere to. This controversy highlights ongoing tensions in Goa's political landscape as election preparations intensify.
