The Goa Tourism Department has officially started construction work on the Pradhan Mantri Ekta Mall, also known as the Unity Mall, in Chimbel. This move came after the department secured all necessary approvals, including a crucial construction license from the local Chimbel panchayat.
Legal Clearance and Official Stance
In an official statement, the tourism department clarified the legal standing of the project. The district court has formally taken the construction license on record. Importantly, the department emphasized that no stay order has been issued by the courts, which legally permits the construction activities to proceed without interruption.
Mounting Opposition from Villagers
Despite the government's assertions, the project is facing significant resistance from the local community. Villagers contend that the project proponents began work without having all the required permissions in place. In a strong display of dissent, they have announced plans for a hunger strike on December 28, followed by a mega rally on January 4.
Govind Shirodkar, the president of the Gakuved Federation, has raised serious legal questions. He pointed out that the High Court has previously stayed orders from the Tiswadi Block Development Officer (BDO) and a deputy collector related to the matter. "So how can they start work?" Shirodkar questioned, highlighting the perceived contradiction.
Environmental and Local Governance Concerns
A primary concern for residents is the mall's proximity to the Toyaar lake. Locals fear that the construction and subsequent operation of the mall will lead to the ecological degradation of this water body.
Shirodkar further underscored the local governing body's opposition, stating, "Chimbel panchayat passed three resolutions opposing the project." This indicates a clear conflict between the village-level decision-making body and the state-level tourism department. He affirmed the community's resolve, saying, "We will continue our fight against the project."
The situation in Chimbel presents a classic development dilemma, pitting a state-led infrastructure project aimed at boosting tourism and unity against the environmental apprehensions and democratic will of the local inhabitants. The upcoming protests will be a critical test for both sides.
