In a significant administrative fallout, thousands of municipal employees in Hyderabad are grappling with severe financial distress as their salaries remain unpaid weeks after the trifurcation of the Greater Hyderabad Municipal Corporation (GHMC). This unprecedented delay has affected staff across all levels, including senior officials, marking a rare occurrence in recent municipal history.

Widespread Payment Delays Across Civic Bodies

Less than a month after the GHMC was divided into three separate civic bodies—the Greater Hyderabad Municipal Corporation, Malkajgiri Municipal Corporation (MMC), and Cyberabad Municipal Corporation (CMC)—salary disbursements have come to a virtual standstill. Employees from a majority of the 60 circles under the former GHMC structure reported not receiving their March salaries by Monday, March 9, despite the usual practice of crediting payments by the first of each month.

The problem extends beyond GHMC to the newly formed MMC and CMC, where employees are experiencing similar delays. Outsourcing staff in critical departments such as entomology, transport, and sanitation are particularly vulnerable, as they rely on meager payments for daily survival.

Senior Officials Also Impacted, Financial Fallout Mounts

In an unusual development, even deputy commissioners and assistant municipal commissioners—senior officials who typically receive timely payments—have not been paid. This delay has led to immediate financial consequences, including cheque bounces and missed EMI payments, placing numerous families under intense pressure.

"This is the first time that salaries at the officer level were delayed. I have EMIs to clear, and the delay will lead to penalties," lamented a deputy commissioner within GHMC, highlighting the personal toll of the administrative breakdown.

Another assistant municipal commissioner shared a dire situation: "I have a housing loan EMI due on the ninth of every month, and my cheque for this month was set to bounce. This will also impact my CIBIL score. Though higher officials keep saying the salary will be credited within an hour, it has still not reflected in my account."

Administrative Hurdles and Employee Appeals

Officials from the administration wing attribute the delay to complications in processing income tax returns (ITR) and related administrative formalities. They explain that salary bills are processed in batches, and if even one employee's ITR details are pending, it can halt the entire payment file. Additionally, salary bills are reportedly stuck at the audit stage in areas like the Charminar circle, further delaying clearance.

U Gopal, president of the Greater Hyderabad Municipal Employees Union, voiced the collective frustration: "Many of us depend solely on our monthly salaries. Even a short delay makes it difficult to manage expenses. We urge the authorities to expedite the process and release the salaries immediately."
