Kalaburagi District Records Historic Surge in Property Tax Collection
Kalaburagi district in Karnataka has drawn significant attention after achieving a remarkable milestone in property tax recovery. The district has recorded an unprecedented 89.8% collection rate, marking the highest recovery percentage at the district level in recent history.
Dramatic Increase in Revenue Collection
Traditionally, gram panchayats across Kalaburagi district collected between Rs 10 crore and Rs 15 crore annually in property taxes. However, over the past two years, collections have experienced a dramatic surge. The figures climbed to Rs 25.8 crore during the 2024-25 fiscal year and reached an impressive Rs 33.4 crore as of March 31, 2025-26.
Exceptional Performance Across Gram Panchayats
Of the 261 gram panchayats operating within the district, an impressive 71 achieved perfect 100% property tax collection. Furthermore, more than 90 gram panchayats crossed the 90% collection mark, demonstrating widespread compliance and effective administration.
District officials confirmed that this represents the highest property tax recovery rate recorded in the last nine years. This achievement marks a significant turnaround from previous years when there were numerous complaints about lax collection practices and inadequate revenue recovery.
Strict Administrative Measures Drive Success
The transformation in tax collection efficiency is attributed to a strict push initiated by zilla panchayat CEO Bhanwar Singh Meena. Authorities implemented rigorous measures to ensure compliance, including suspending some Panchayat Development Officers (PDOs) and withholding pay increments of 18 PDOs who failed to adequately engage with residents regarding tax payments.
Following these disciplinary actions, officials intensified their efforts by carrying out doorstep collection campaigns. This proactive approach proved highly effective, with approximately 90% of residents willingly paying their property taxes without dispute when gram panchayat staff visited their homes personally.
Industrial Contributions to Tax Revenue
The district collected a substantial Rs 7.7 crore in property tax from major industrial establishments this year. Key contributors included:
- Shree Cement: Rs 2.6 crore
- Ultratech Cement: Rs 1.4 crore
- Adani Cement: Rs 1 crore
- KPR Sugar: Rs 82.1 lakh
- Chettinad Cement: Rs 70.5 lakh
- Sagar Cement: Rs 37.6 lakh
- NSL Sugar: Rs 31 lakh
- Renuka Sugar: Rs 19 lakh
- Ugar Sugars: Rs 17 lakh
- Clean Maps Solar: Rs 9 lakh
Strategic Reforms and Monitoring Yield Results
By the end of February, property tax collections in Kalaburagi district stood at Rs 24.5 crore. At that point, the district ranked 26th in the state for property tax recovery. However, strategic reforms introduced in March, combined with increased field-level monitoring, resulted in an additional Rs 8.9 crore collected between March 1 and March 31 alone.
This remarkable final-month surge propelled Kalaburagi district 10 places upward in the state rankings, securing the 16th position by the fiscal year's end.
Financial Strength for Local Development
The improved tax collection comes at a crucial time for the district. Notably, no taluk in Kalaburagi was declared drought-prone this year, despite the absence of separate emergency funds and pending release of 15th Finance Commission grants. Officials emphasized that the enhanced tax revenue will significantly support local development works under these challenging financial conditions.
Leadership Acknowledges Achievement
Speaking about the district's success, zilla panchayat CEO Bhanwar Singh Meena told TOI, "Under the guidance of RDPR minister Priyank Kharge, the measures taken for tax collection have yielded good results. This time, nearly 90% of the tax has been collected, which will make the village panchayats financially stronger."
The historic achievement in property tax collection represents a significant step toward financial self-sufficiency for Kalaburagi's local governing bodies, potentially serving as a model for other districts across Karnataka.
