Karnataka Chief Minister DK Shivakumar's visit to Delhi has intensified speculations about an imminent cabinet expansion or reshuffle in the state government. The CM, who met with senior Congress leaders including party president Mallikarjun Kharge and Rahul Gandhi, is believed to have discussed the inclusion of new ministers and portfolio reallocation.
Sources within the Congress party revealed that the high command is keen to strike a balance between various communities and regions ahead of the 2028 assembly elections. The current cabinet has 30 ministers, leaving four vacancies as per the constitutional limit of 34. The expansion is expected to fill these slots and possibly drop underperforming ministers.
CM's Agenda in Delhi
During his two-day visit, Shivakumar held multiple rounds of talks with Kharge and other top leaders. The discussions focused on the party's strategy in Karnataka, including the cabinet expansion, which has been pending for months. The CM also reportedly submitted a list of probable candidates from different districts.
“The chief minister has received the approval of the high command for the expansion. The final list will be announced after the Congress Working Committee meeting next week,” a party insider said on condition of anonymity.
The visit comes amid growing pressure from several party MLAs who have been lobbying for ministerial berths. Currently, the Karnataka cabinet has 30 ministers, including the chief minister. The expansion will likely induct four new faces, with representation from the Vokkaliga, Lingayat, and Dalit communities.
Political Implications
Political analysts view this expansion as a move to consolidate the Congress's position in Karnataka, where it faces a strong challenge from the BJP and JD(S). The ruling party aims to address internal dissent and project a united front. The expansion is also seen as a signal to the high command's continued support for Shivakumar.
In 2023, Congress won 135 seats in the 224-member assembly. Since then, the party has been managing a coalition with the help of independent MLAs. The cabinet expansion is expected to reward loyalists and bring in fresh talent to strengthen governance.
Community Balancing Act
One of the key demands is to give more representation to the Lingayat community, which has traditionally been a BJP stronghold. The Vokkaliga community, to which Shivakumar belongs, also expects adequate representation. The Dalit and Other Backward Classes (OBC) groups are seeking inclusion.
“We are hopeful that the high command will consider our demands. The expansion should reflect the social diversity of Karnataka,” said a Dalit MLA from the Congress party.
According to sources, the CM has shortlisted at least eight candidates, from which four will be chosen. The final decision rests with the party high command, which may also consider proportional representation based on caste and regional equations.
Next Steps
Shivakumar returned to Bengaluru on Wednesday and is expected to make an announcement regarding the cabinet expansion within a week. The swearing-in ceremony is likely to be held at Raj Bhavan in the presence of Governor Thaawarchand Gehlot.
Meanwhile, opposition parties have criticized the delay in expansion, accusing the Congress of neglecting governance. “The state is facing issues like floods and drought, but the chief minister is busy with portfolio distribution,” said BJP state president B Y Vijayendra.
The cabinet expansion will be closely watched as it marks a crucial step in Shivakumar's leadership and the Congress party's preparations for upcoming local body and assembly elections.
