Kerala's Rs 46.36 Crore Helicopter Expenditure for Chief Minister's Travel Sparks Fiscal Debate
As Kerala grapples with a deepening fiscal crisis, the state government's substantial spending on hiring helicopters for Chief Minister Pinarayi Vijayan's official travels has come under intense scrutiny. Official data reveals that a staggering Rs 46.36 crore has been allocated for these services to date, with recent payments falling into arrears due to financial constraints.
Unpaid Dues and Financial Strain Highlight Spending Concerns
The helicopter rental for the period from February 20 to March 19 remains unsettled, as the police department—responsible for managing these payments—has cited a lack of available funds. A formal response from police headquarters confirmed that insufficient budget allocation is the primary reason for the outstanding liability, underscoring the state's precarious financial position.
Currently, the government leases helicopters from Delhi-based Chipsan Aviation under a monthly rental agreement of Rs 80 lakh, which covers up to 25 hours of flying time. Any usage beyond this limit incurs an additional charge of Rs 90,000 per hour. Officials have indicated that frequent utilization and extended flying hours have significantly escalated the total expenditure. Prior to this arrangement, the government relied on services from Pawan Hans Ltd for the chief minister's travel needs.
Yearly Expenditure Fluctuations and Contractual History
An analysis of spending patterns over recent years shows sharp fluctuations in helicopter service costs:
- 2019-20: Rs 1,70,63,000
- 2020-21: Rs 16,49,49,648
- 2021-22: Rs 4,12,50,119
- 2022-23: No expenditure recorded as services were non-operational
- 2023-24: Rs 3,20,00,000
- 2024-25: Rs 8,83,79,451
- 2025-26: Rs 12,00,00,000
These figures cumulatively contribute to the total outlay of Rs 46.36 crore. The practice of state police hiring helicopters began in 2020. After the initial contract expired, the government initiated a fresh tender process in 2022, selecting Chipsan Aviation to continue services. However, this decision was temporarily put on hold. It was only in March 2023 that the cabinet cleared the proposal to rehire helicopter services, leading to the current leasing arrangement.
Mounting Criticism and Calls for Fiscal Accountability
The escalating expenditure, juxtaposed with Kerala's worsening financial condition, has raised serious questions about fiscal prioritization. Critics argue that even routine contractual payments are being deferred, with the inability to settle a single month's dues highlighting the strain on state finances.
"At a time when the state is facing acute resource constraints, spending such a substantial monthly commitment on helicopter hiring warrants rigorous scrutiny. A proper audit is essential to assess the cost-benefit and ensure that public funds are being utilized for public benefit rather than pandering to vanity," stated senior IAS officer N Prasanth.
Chief Minister Vijayan's helicopter travel has not been without controversy in the past. In the aftermath of Cyclone Ockhi in 2018, criticism emerged over the use of helicopters, prompting the CM's office to issue a clarification. The statement at that time maintained that aerial travel was essential for rapid assessment, coordination of rescue efforts, and reaching inaccessible coastal regions during disasters.
The ongoing debate centers on whether such significant spending is justified amid broader economic challenges, with many calling for greater transparency and accountability in government expenditures.
