Opposition councillors in Ludhiana have strongly criticized a proposed ₹1,258 crore municipal budget, labeling it as "unrealistic" and "mere eyewash" ahead of a high-stakes house meeting scheduled for March 24. The political controversy has intensified as critics argue the financial targets are mathematically impossible given the city's historical performance and current economic conditions.
Budget Targets Deemed Mathematically Impossible
The Ludhiana Municipal Corporation finalized the 2026-27 fiscal agenda this week, but opposition members immediately raised concerns about the feasibility of the proposed targets. Central to the dispute is a projected ₹195 crore property tax collection goal that veteran lawmakers claim is completely unachievable under current economic circumstances.
Senior councillor Sham Sunder Malhotra of the Congress party expressed deep skepticism about the budget's strategic foundation. "I have seen many budgets during my tenure, but this proposal is beyond understanding," Malhotra stated. "There is absolutely no point in listing targets that cannot possibly be met. This represents a fundamental disconnect between planning and reality."
Political Divide and Allegations of Partisan Funding
The budget controversy has exposed significant political divisions within the municipal corporation. BJP councillor Rohit Sikka has alleged that the ruling party intentionally uses inflated budget figures to create a false impression of progress while systematically neglecting opposition-held wards. "This is a calculated strategy to present an image of development while resources remain unevenly distributed," Sikka claimed.
Procedural Concerns and Official Defense
Councillor Bhupinder Kaur raised serious procedural concerns, alleging that the ruling party routinely stifles meaningful debate by pushing through complex agendas in "less than 10 minutes." This procedural approach, according to opposition members, prevents thorough examination of budget proposals and undermines democratic processes.
Senior deputy mayor Rakesh Prashar dismissed the criticism as routine "hue and cry" from opposition members. Prashar maintained that the city possesses significant latent revenue potential that can be effectively tapped to meet the new financial targets. "The budget reflects our confidence in Ludhiana's economic capabilities and our commitment to urban development," he asserted.
Coordinated Opposition Response Planned
Opposition leaders are expected to convene on Monday to coordinate a formal challenge to the fiscal plan. The coordinated response will likely include detailed financial analysis, alternative proposals, and procedural objections to what they describe as an unrealistic budget document.
