Mangaluru Deputy Commissioner Issues Directives for Sexual Minorities and Workplace Safety

In a significant move aimed at enhancing social inclusion and welfare, Mangaluru Deputy Commissioner Darshan HV has issued clear directives to community-based organizations and government departments. The instructions focus on providing identity cards and housing sites to sexual minorities in the district, alongside strengthening measures for workplace safety under the Prevention of Sexual Harassment (POSH) Act.

Key Directives for Sexual Minorities

During a crucial meeting held at the DC's office on Tuesday, Darshan HV emphasized the need for cooperation from community-based organizations in facilitating the issuance of identity cards to sexual minorities. This initiative is designed to ensure that individuals from these communities have access to essential services and recognition.

Additionally, the Deputy Commissioner directed concerned departments to take necessary steps for allotting housing sites to sexual minorities. This move addresses long-standing issues of landlessness and housing insecurity faced by these groups, promoting better living conditions and stability.

Welfare Schemes and Support Programs

The meeting also covered various schemes under the Women's Development Corporation. Darshan HV instructed officials to provide self-employment incentives for HIV-infected women through the Dhanashree and Chetana schemes. He stressed the importance of resolving documentation issues, such as those related to Aadhaar cards, to ensure smooth application processes for beneficiaries.

Chandrika, the development officer of the women and child development department, provided updates on transgender welfare. A list of 15 landless transgenders has been submitted to the Mangaluru City Corporation (MCC), and 45 transgenders registered under the Gruhalakshmi scheme are receiving Rs 2,000 per month. According to a recent survey, 96 transgenders are registered in Dakshina Kannada (DK) district.

Under the transgender rehabilitation scheme, individuals aged between 18 and 60 are eligible for an incentive of Rs 30,000 to pursue self-employment. So far, 16 applications have been received, with one rejected due to insufficient documents.

Focus on POSH Act Implementation

The Deputy Commissioner highlighted the need for effective implementation of the Prevention of Sexual Harassment (POSH) Act. He directed that Information, Education, and Communication (IEC) activities be conducted at the district level to raise awareness about the act. Darshan HV mandated that workplaces with 10 or more employees must constitute internal complaints committees to address harassment issues promptly.

He also emphasized accurate data verification on the She-Box portal, a platform for reporting sexual harassment cases, to ensure transparency and accountability in handling complaints.

Meeting Participants and Broader Implications

The selection and coordination committee meeting, along with the district coordination committee meeting on POSH Act implementation, saw the presence of key officials. These included District Legal Services Authority member secretary and senior civil judge Zaibunnisa, additional DC Raju K, ACP Geetha Kulkarni, district health officer Dr. Thimmaiah, and deputy director of Women and Child Development Department Usman A.

These directives mark a proactive step by the Mangaluru administration towards fostering inclusivity and safety. By addressing the needs of sexual minorities and reinforcing workplace protections, the initiatives aim to create a more equitable and secure environment for all residents in the district.
