Manipur Chief Secretary Puneet Kumar Goel has made a heartfelt appeal to the people of Manipur, particularly those displaced by recent conflicts, to actively participate in the upcoming Sangai Festival scheduled from November 21 to 30. This appeal comes at a critical time when several internally displaced persons (IDP) groups have announced their intention to boycott the festival.
Government's Appeal Amid Growing Tensions
The Chief Secretary's statement issued on Tuesday evening represents the government's concerted effort to ensure the success of Manipur's premier cultural event. Goel emphasized that the festival symbolizes the collective determination of Manipuri people to move forward and rebuild their state's positive image both nationally and internationally.
The appeal gains significance as multiple IDP groups have declared their plans to organize mass sit-ins at relief camps on November 20, just one day before the festival's inauguration. These groups have expressed dissatisfaction with what they perceive as government indifference toward their prolonged displacement and suffering.
Comprehensive Relief Measures Announced
Addressing the concerns of displaced communities, Goel clarified that relief and rehabilitation remain the government's top priority. He revealed substantial financial commitments being made to support affected families, including ₹18 crore spent monthly on monetary assistance and relief camp management.
Additionally, the Central government has sanctioned a significant ₹523 crore special relief package that includes specific allocations for reconstruction and development. ₹180 crore has been designated for house restoration assistance, while ₹250 crore will fund public infrastructure projects including health centers, community halls, water supply systems, and schools in resettlement areas.

The Chief Secretary highlighted the festival's broader economic objectives, noting that the Sangai Festival serves as a crucial platform for economic acceleration.
