Manipur's 2026-27 Budget: A Rs 32,339 Crore Blueprint for Recovery and Growth

In a significant move towards economic stabilization, Manipur Chief Minister Yumnam Khemchand Singh presented the state's budget estimates for the 2026-27 fiscal year on Monday. The comprehensive financial plan, totaling Rs 32,339 crore, places particular emphasis on rehabilitating internally displaced persons (IDPs), empowering women economically, and enhancing connectivity across the region.

Budget Breakdown and Fiscal Health

The budget outlines estimated total receipts of Rs 32,339 crore, with revenue receipts projected at Rs 23,102 crore and capital receipts at Rs 9,237 crore. A proposed total expenditure of Rs 30,356 crore reflects the government's commitment to strategic investment in key sectors.

During his budget speech, Chief Minister Khemchand highlighted the state's improving fiscal metrics. The fiscal deficit for the upcoming financial year is estimated at 2.07% of the Gross State Domestic Product (GSDP), while the total outstanding debt as a percentage of GSDP is projected to be 39%.

"The state's own revenue collection is clearly on a growth trajectory," Khemchand stated, noting an impressive increase from Rs 2,087 crore in 2024-25 to Rs 2,887 crore in 2026-27. This represents a growth of over 38% in just two years, signaling robust economic recovery.

Prioritizing IDP Rehabilitation and Peace Efforts

A cornerstone of the budget is the allocation of Rs 734 crore specifically for the rehabilitation and resettlement of internally displaced persons. Khemchand emphasized that expediting this process remains the government's primary concern, acknowledging substantial support from the Central Government in this endeavor.

"With the improvement in the law-and-order situation in the state, there is considerable progress in all aspects," the Chief Minister remarked. He expressed gratitude to the people of Manipur for understanding that maintaining a peaceful atmosphere serves everyone's interests and praised the Government of India's efforts in restoring normalcy.

Khemchand confirmed that the Centre has assured all necessary support for the 2026-27 financial year as Manipur continues its journey toward peace and economic recovery.

Strategic Focus Areas for Development

The budget outlines several key areas for targeted investment:

  • Strengthening connectivity through infrastructure development
  • Skill development programs to enhance employability
  • Promoting women entrepreneurship for economic empowerment
  • Tourism promotion to boost the local economy
  • Improving drinking water supply and irrigation systems
  • Developing urban and district headquarters infrastructure

Legislative Session and Political Context

The budget presentation occurred during the resumed 7th session of the 12th Manipur Legislative Assembly. Proceedings began with members paying homage to 15 departed leaders and officials, including former Prime Minister Manmohan Singh, former Manipur governor La Ganesan, and MLA Vungzagin Valte.

The session initially commenced on February 5, just one day after Khemchand was sworn in following nearly a year of President's rule. After adjournment, the House reconvened on Monday to continue the budget session.

Notably, at least six of the nine Kuki-Zo legislators attended the sitting virtually. Among them were Deputy Chief Minister Nemcha Kipgen and MLAs Ngursanglur Sanate, Kimneo Haokip Hangshing, LM Khaute, Haokholet Kipgen, and Letzamang Haokip.

Manipur Speaker Th Satyabrata informed the House that MLA Letpao Haokip, another Kuki-Zo representative, had sought leave of absence due to illness. The House unanimously agreed to grant him leave during the budget session.

This budget represents a critical step in Manipur's ongoing recovery, balancing immediate humanitarian needs with long-term economic development goals.
