Mizoram Legislative Assembly Wraps Up Budget Session, Approves Major Fiscal Plan
The month-long budget session of the Mizoram legislative assembly, which commenced on February 17, officially concluded on Monday night. Speaker Lalbiakzama adjourned the house sine die after the unanimous passage of the annual budget for the 2026-2027 fiscal year, amounting to a substantial Rs 17,076.92 crore.
Supplementary Grants and Legislative Business
Prior to this, the supplementary demands for grants (revised estimate) for the 2025-2026 fiscal year were presented by Chief Minister Lalduhoma on February 26 alongside the annual budget. These supplementary demands were successfully passed on March 3, setting the stage for the final budget approval.
Throughout the session, legislators were actively engaged for 17 days, demonstrating a robust legislative process. Of the ten government bills introduced, nine were passed, reflecting a high rate of legislative productivity. However, the Sialkal Range Development Council Bill, 2026, which was tabled by the Chief Minister on February 23, faced a different fate. After a brief discussion, it was withdrawn and referred to a select committee for further review and potential revisions.
In addition to the bills, the session saw the adoption of one official resolution and two private members’ resolutions, while one private resolution was rejected, highlighting the dynamic nature of parliamentary debates and decision-making.
Heated Exchanges Over Controversial Land Deal
The session was not without its moments of tension, as heated exchanges erupted between the ruling Zoram People’s Movement (ZPM) and the opposition Mizo National Front (MNF). The focal point of this controversy was a contentious land deal in the Lengpui village council area near Aizawl.
This land was acquired by the state government for the establishment of a Maritime Patrol Radar (MPR) by the Indian Air Force, a project of national significance. MNF members launched sharp allegations against the government, accusing it of procedural lapses and serious financial misconduct. They claimed that compensation exceeding Rs 117.90 crore was involved, with allegations of payoffs, kickbacks, and money laundering. The opposition asserted that this compensation was disbursed to a middleman who had no legitimate ownership of the land in question.
The ruling ZPM countered these allegations vigorously, arguing that the land deal had already been finalized during the tenure of the MNF government. This rebuttal added a layer of political complexity to the dispute, turning it into a pointed exchange over accountability and governance practices between the current administration and its predecessors.
