Opposition Leader Demands Independent Inquiry into Garo Hills Violence
Leader of the Opposition in Meghalaya, Mukul Sangma, has formally urged Governor CH Vijayashankar to order an independent investigation into what he describes as a "serious law and order situation" in the Garo Hills region. This appeal comes in the wake of escalating tensions and violent clashes that have marred the area, particularly surrounding the now-postponed Garo Hills Autonomous District Council (GHADC) elections.
Escalating Tensions and Tragic Loss of Life
In a detailed memorandum submitted to the governor at Lok Bhavan on March 21, the former chief minister highlighted the root causes of the unrest. He pointed to demands from civil society organizations representing the Garo tribe to exclude non-tribals from contesting in the upcoming tribal council elections as a primary catalyst. "The development that unfolded thereafter led to widespread unrest and conflict among different groups in the region," Sangma wrote. He further noted that the situation rapidly deteriorated into violence, resulting in the tragic loss of two lives during clashes between rival factions.
The prevailing atmosphere across all districts of Garo Hills has become tense and volatile, Sangma emphasized, attributing the escalation to a failure of timely and effective government intervention. He argued that preventive measures were not implemented at the initial stage, allowing the conflict to spiral out of control.
Allegations of Indiscriminate Policing and External Threats
Sangma expressed grave concerns over the police response to the violence, alleging that arrests were being conducted in a "random and indiscriminate manner" without proper verification or evidence. He warned that such actions risked a miscarriage of justice, potentially implicating innocent individuals while allowing the actual perpetrators to evade accountability. "Arrests must follow proper investigation and evidence-based policing, with citizens' rights safeguarded in accordance with the law," he insisted.
Additionally, the opposition leader cautioned that "plots and criminal conspiracy by vested interests, including outside forces inimical to the nation, to create communal rift and law and order problems in the region cannot be ruled out." While acknowledging the stabilizing efforts of church leaders and community elders, Sangma stressed that these measures alone are insufficient to address the underlying issues and restore lasting peace.
Call for Accountability and Independent Commission
To address the crisis comprehensively, Sangma recommended the constitution of an independent Commission of Inquiry. This body would be tasked with examining the circumstances that led to the unrest, investigating the causes of the violence and loss of lives, identifying those responsible, and fixing accountability for any administrative lapses. He argued that such a probe is essential to ensure transparency, uphold justice, and prevent future occurrences of similar incidents in the sensitive region.
The memorandum underscores the urgent need for a measured and lawful approach to policing, coupled with a thorough investigation to heal the communal divisions and restore normalcy in Garo Hills. As the situation remains fragile, the call for an independent inquiry highlights the critical importance of addressing both the immediate violence and the broader socio-political tensions fueling the conflict.
