Nagpur's Garbage Collection Crisis Erupts in Maharashtra Legislative Assembly

The issue of irregular garbage collection in Nagpur created a major uproar in the Maharashtra Legislative Assembly on Thursday, with legislators from across party lines launching sharp accusations against the private agencies responsible for the work. The heated debate centered on alleged serious lapses and contractual violations by the firms appointed by the Nagpur Municipal Corporation (NMC).

Minister Announces Inquiry Committee Amidst Allegations

Responding to the intense concerns raised in the House, Minister of State for Urban Development Madhuri Misal made a significant announcement. She declared the formation of a five-member inquiry committee tasked with thoroughly probing the functioning of the two door-to-door garbage lifting companies: AG Enviro and BVG India. Minister Misal assured the Assembly that a definitive decision regarding the potential cancellation of their contracts would be taken only after the committee submits its comprehensive report.

MLA Datke Details Contractual Failures and Historical Context

The issue was initially raised during Question Hour by Bhandara MLA Narendra Bhondekar. Following this, Central Nagpur BJP MLA Pravin Datke presented a detailed indictment of both companies. Datke alleged that the firms have consistently failed to lift garbage on a regular schedule and have violated multiple contractual norms. He reminded the House of a critical historical point: in 2022, the NMC general body had unanimously passed a resolution recommending the cancellation of the contracts awarded to AG Enviro and BVG India.

According to MLA Datke, the contracts were originally granted for a five-year period, but the companies have inexplicably continued their operations even after the expiry of their official term. He further revealed that the civic body has been imposing financial penalties worth crores of rupees on these companies due to their repeated service lapses. Datke highlighted a high-level meeting held during the administrator's rule, attended by Chief Minister Devendra Fadnavis, Union Minister Nitin Gadkari, then NMC Commissioner Abhijeet Chaudhari, and all MLAs from Nagpur city, which discussed the cancellation of these very contracts. "Despite this high-level intervention, the companies continue to operate without proper accountability," Datke asserted.

Severe Operational Shortcomings and Public Impact

The two firms are contractually responsible for garbage collection across all ten zones of Nagpur. However, MLA Datke presented alarming operational data. He alleged that waste is often lifted only once every two days, and in some areas, collection occurs merely twice a week, causing significant inconvenience and health hazards for residents. Datke underscored the scale of the problem, noting that Nagpur, with a population exceeding 30 lakh (3 million), requires nearly 600 garbage collection vehicles for efficient service. Currently, only about 400 vehicles are deployed, creating a critical shortage.

This severe shortage results in garbage remaining piled up in numerous parts of the city, contributing to unsanitary conditions. Datke warned that this ongoing crisis is negatively impacting Nagpur's position in the national cleanliness rankings, tarnishing the city's reputation.

Cross-Party Condemnation and Demand for Immediate Action

Congress MLA from West Nagpur, Vikas Thakre, joined the criticism, alleging that AG Enviro and BVG India have repeatedly violated rules during garbage collection operations. He stated that their functioning is riddled with irregularities and illegal practices, leading to widespread frustration among Nagpur's citizens. "The people of Nagpur have grown utterly frustrated with the substandard services provided by these companies," Thakre declared. He demanded the immediate cancellation of the contracts held by what he termed "corrupt companies" and called for the responsibility to be handed over to a new, competent operator.

MLA Krishna Khopde also participated in the discussion, adding to the chorus of concerns regarding the civic mismanagement. In her concluding remarks, Minister Madhuri Misal reiterated the government's stance, emphasizing that the state administration would take an appropriate and decisive action based on the findings of the newly formed inquiry committee's report on the two agencies.
